Research On Land Renovation Planning From The Perspective Of Multi-Disciplinary Integration

Since the reform and opening up,the pace of industrialization and urbanization has been accelerated.The property of land renovation has changed from a single natural project to a multi-objective and comprehensive social project.At the same time,land renovation has played a vital role in supporting the overall development strategy of urban and rural areas,the national food security strategy,and the "Rural Revitalization" development strategy proposed by the nineteen major.Therefore,the research work on land renovation planning is also particularly important.Under this backgruand,the research content of this paper is as follows:Through consulting and comparing the development of land renovation planning at home and abroad,combining with the implementation of the plan and comparison and analysis,some problems and shortcomings of the current land regulation plan are summarized.Starting from the concept of land renovation planning,and improving the design of a "one map" platform for multiple planning integration oriented to land regulation and planning,a "three up three down" business process and system guarantee mechanism have been innovated.Taking the land consolidation plan of Nanhai District of Foshan as an example,this paper will verify the set of ideas,platforms and business processes.First is the determination of the concept of land consolidation planning in Nanhai District——ecological priority,green development,regional coordination and the concept of urban and rural co-ordination development;Secondly,the platform realization of land renovation planning under the view of "multi-disciplinary integration" in Nanhai District ——including basic data,planning term,planning goal coordination and unification,key project layout and so on.Finally,a set of business processes and mechanisms has been formed—— the "three up three down" business processes and guarantee mechanisms coordinated by leaders and departments.Research results: through the analysis of "multi regulation" in Nanhai District,it is proved that land consolidation planning under the perspective of multi regulation is feasible.On the basis of the functional zoning of the Nanhai District,the layout of the land renovation projects,such as the high standard basic farmland projects,the three old transformation projects and the land reclamation projects,is determined on the premise of taking into account the data,duration and goal coordination of various planning.To solve the problem of coordination between land consolidation planning,urban and rural planning,general land use planning and environmental protection planning.Facing the production,life and ecology,a scientific and effective land consolidation plan is formed.
