The Determination Of Regional Innovation Efficiency Based On The DEA Model

With the constant development of science and technology,innovation is increasingly becoming the endogenous driving force of national economic development.In order to promote the development of all aspects of the economy,China has also proposed to build an innovative country.However,in the process of building an innovative country,China faces the problem of relative shortage of innovative resources,so it is very important to improve the efficiency of innovation.Before improving the level of innovation efficiency,we should make a reasonable determination of the efficiency of regional innovation.However,there are some defects in the research on the efficiency of regional innovation in the index system and measurement method.Aiming at the above questions,this paper studies the efficiency of regional innovation,which hope to improve the evaluation index system of regional innovation efficiency,enrich the theoretical research of regional innovation efficiency,and provide data support for policymakers to formulate regional innovation policies.Firstly,we review the research status of the regional innovation efficiency and introduce the theories of measuring regional innovation efficiency.Secondly,in this paper we introduce the principle of establishing the index of regional innovation efficiency and divide the factors affecting the efficiency of regional innovation into the influence factors of innovation subjects and of the non innovation subjects.On the basis of the principle of the index system and influence factors,we construct the input-output index system of regional innovation efficiency.Thirdly,on the basis of clearing up the mechanism of resource flow of innovation investment,we divide the innovation process into two parts: the knowledge of scientific research innovation process and the product innovation process.Based on the two-stage division of the innovation process and considering the resource sharing process and the intermediate output outcomes reinvested into the innovation process,we build a shared investment DEA model.Lastly based on the innovation efficiency of overall process and two sub-processes,the innovation level of the region is divided into three types and can be made a concrete analysis.Finally,taking Beijing,Tianjin and Hebei as the object of empirical research.we measure its innovation efficiency,and some advices are given to improve its innovation efficiency.
