Innovation is an important driving force for promoting regional development,and it is the key factor to enhance regional independent innovation ability and core competitiveness.Shandong Province is a powerful province in economy,and also attached great importance to the province's innovation-driven development.Therefore,the effective measurement of regional innovation efficiency in Shandong Province and its scientific innovation-driven path,will give a reference and paly a guiding role for Chinese regional innovation development.Based on the innovation-driven theory,system engineering theory,input-output theory and so on,this paper divides the innovation system into three levels,according to the local,provincial and inter-provincial level firstly.Secondly,followed by the input-output analysis,the studies shows that the innovation system is a complex system that consist of multi-agent,multifactor and multi-functional.Thirdly,according to the system analysis and structural analysis,the operating mechanism of the innovation system can be described as three kinds of connection driving modes.Then,taking Shandong Province as the research object,it analyzes the innovative environment of Shandong Province by using PEST method,and sums up the five factors of talents input,economic input,innovation output,incubation output and application output covered by regional innovation system.Finally,it used the AHP method to rank the 34 relevant indexes of the five factors,and identify the key factors influencing the regional innovation and development.In order to make the conclusion more objective and reliable,this paper uses qualitative and quantitative methods to estimate the innovation efficiency of Shandong Province,and carries on the hypothesis test to prove the innovation-driven path.As a result,this paper constructs the evaluation index system,takes the shared input DEA model,divides the regional innovation system into two stages of innovation incubation stage and innovation industrialization stage,selects the data of 30 provinces in China and 17 cities in Shandong province to calculation the efficiency.The conclusion would be show from 4 parts,they were the periodic regional innovation efficiency,the scale effect of inputs in different stages,the periodic proportion of shared input and overall efficiency.Through the provincial innovation efficiency evaluation and the benchmarking,it can draw out the innovation and development level of Shandong Province and its advantages and disadvantages.The innovation efficiency of the local level can effectively find the internal problems of Shandong's innovation system.Finally,according to the results of innovation efficiency evaluation,the structural equation model(SEM)is used to test the innovation-driven path,and the innovation driving path is designed objectively.Through the analysis of the model and the results of this paper,we can see that the innovation efficiency of Shandong Province is ranked 21 th among the 30 provinces in China.Although the total amount of innovation inputs in Shandong Province is very huge,the stage efficiency and overall efficiency are not high,lower than the national average.And assessing the result of Shandong Province,it shows that the distribution of innovation elements is reasonable,the periodic proportion of shared input is balanced.Therefore,the key to solving the problem of innovation and development in Shandong Province is not the allocation of innovative resources,but rather to improve the transformation rate of innovation incubation and promote the industrialization of innovation achievements.Therefore,three innovation-driven paths are put forward,which are the innovation internal driven path,innovation industrialization driven path and innovation incubation & industrialization driven path,what's more the measure is put forward.
