Study On The Land Transfer Dilemma And Optimization Path Of Land Transfer Cooperatives

In accordance with the spirit of the Third Plenary Session of the Seventeenth Central Committee and the Document No.1 of the Central Committee in 2013,it has repeatedly emphasized the support and development of various forms of new farmers' cooperative organizations to solve the "three rural issues" and provided a strong policy for cooperative organizations to participate in rural reform.Sexual support.The land transfer realizes the union of the land,and the cooperative realizes the union of the farmers.Various localities have continuously innovated various land transfer practices,and combined with the respective advantages of land transfer and cooperatives,they have explored a useful form---land transfer cooperatives,which have effectively promoted the improvement of land transfer mechanism and the standardization of land transfer behavior and the scale of agricultural modernization.Development has become the focus of normative research on land transfer.On the basis of investigation and research,this paper analyzes the beneficial experience of representative land circulation cooperatives in Xinyang city,and also finds out the problems in land intermediary service and independent management,and based on this,analyzes the various causes of the problems.On this basis,further countermeasures are put forward to promote the development of land circulation cooperatives.In view of the above problems,it is suggested to correctly understand the market economic behavior of the cooperatives,establish the legal and institutional status of the land circulation cooperatives,do a good job in market service and management by the government,take various measures to release the market vitality of both the land supply and demand sides,and enhance the intermediary service of the land circulation cooperatives and the ability of independent land management.
