The Research Of Sifang's EMU Project Organization Optimization

Due to China's vigorous development of infrastructure and the need for social economic development,domestic China's rail industry has developed rapidly in the past decade,especially for the systematic projects marked by high speed railway,which has become the symbol of significant improvement of national comprehensive strength.As the significant equipment in rail transit industry,EMU has become the name card of China's manufacturing industry and an important carrier of China's going-out strategy.Sifang Co.,Ltd.(hereafter called SF)is one of the most important Chinese enterprises in EMU R&D and manufacturing.SF is now facing the rapid industrial development,diversified user requirements and realistic requirement for the enterprise to continuously improve the ability of value creation,therefore it constantly pursues innovative development in terms of projects management,adjustment of organization structure,optimization of operational procedures and organization capability construction,and has formed and continuously improved organization management mode that satisfies the need of industry development and customers and guarantees the company's development goal.The systematic research on SF EMU project's organization optimization has referential significance for manufacturing companies.This paper uses SF EMU project's organization as research object,systematically analyzes and studies the situation,existing problems and challenges which SF EMU project has faced since the EMU project was implemented over 10 years ago.Besides,this paper analyzes the principles,targets,approaches and contents of the EMU project's matrix organization optimization based on the functional departments and projects,and EMU project's organization optimization's implementation guarantee and the optimized organization's project evaluation system.This paper uses the methods of case analysis and empirical research to summarize and conclude,uses the related theories of project,organization and organization optimization as guidance.Through deeply analyzing and concluding the SF EMU project's specific practice,this paper puts forwards concrete points from two angles of company level and project level,and systematically analyzes the EMU project'optimization schemes form the aspects of market development,pre-launch,project planning and resource allocation.In specific study,this paper found that company-level organization optimization provides basic conditions for project-level organization optimization;the content enrichment of organization optimization contains every aspects from adjustment of organization optimization,improvement of business processes to organization capability construction;during the different period of the EMU project implementation,there exists strong and weak matrix transformation,which is a kind of project's flexible regulation and adaptation with the purpose of fully taking use of resources and advancing the efficiency.In order to ensure the implementation of organization optimization,for SF's problem of resources'structural shortage,this paper analyzes resources of project and design,resources of project and manufacturing,and synergy between project and external procurement,to provide project organization optimization implementation resources guarantee.Meanwhile,this paper puts forward optimized EMU project organization performance evaluation scheme based on equal rights and responsibilities.In the context that the country encourages high-end equipment Go Out policy and the Belt and Road Initiative,this paper systematically studies and analyzes SF EMU project s organization optimization's main processes,summarizes and concludes excellent practices,which is conductive to view SF's deficiencies existing on the processes of taking the responsibility of industry development,satisfying customers'needs and achieving the company's development goal,to advance the company's management and innovation capability,to provide referential mode and experiences for other equipment manufacturing companies,to facilitate organization optimization experience to be popularized and applied in the management of manufacturing companies and related organizations,and to facilitate "made in China" to transform and go to the world.
