In recent years,China’s economic development has entered a new normal state. The optimization and upgrading of leading industrial structure has become the focus of economic development. The change of leading industries is a concentrated expression of the optimization and upgrading of industrial structure. The three provinces are located in the western part of China. The overall economy belongs to the three regions that are relatively backward. The three industrial levels are low,the development of the secondary industry is insufficient, and the slow industrialization process is a common feature of the economic backwardness of the three places. The development and change of leading industries largely determines the development and changes of the entire industrial structure and even the economic structure, and has a great influence on the level of regional economic development. Therefore, exploring the changes of leading industries and their effects on economic growth, and analyzing the effects of leading industrial changes on economic growth have certain practical significance for optimizing the industrial structure of the three places and promoting the balanced growth of local economies. The purpose of this paper is to compare the changing direction of leading industries in Guizhou,Guangxi, and Yunnan, and to determine the direction of industrial structure changes in the three regions.Through comparative analysis,we can understand the advantages and disadvantages of Yunnan’s leading industrial development compared with Guizhou and Guangxi.Analyze the rationality of leading industrial changes in Yunnan Province, explore the optimal path of economic growth in Yunnan Province, and provide direction and guidance for the choice of leading industries in the next stage of Yunnan. This paper first introduces the concept of leading industry and its characteristics from the theory, and consults the relevant literature to identify the leading industries and the impact on economic growth.Secondly, from the comparative analysis of the direction of leading industrial change and the impact on economic growth, the shortcomings of Yunnan’s industrial structure are presented. The leading industrial identification is based on the principle that dividing the leading industries in the "China’s industrial sector group structure and strategic adjustment research",and identifies the leading industries according to the comparative growth advantages of the industrial sectors and the comparative scale advantages. The effect on economic growth is based on the input and output tables of the 42 sectors in 2002,2007 and 2012.The influence coefficient and the sensitivity coefficient of each leading industrial sector are calculated, and the total industrial sector will be 15 to 12 The added value of the output value is multiplied by the dominant industrial sector’s influence coefficient and the sensitivity coefficient to measure the impact of leading industrial change on economic growth. This paper draws the following conclusions through a comparative study of two aspects:(1)The leading industrial sectors in Yunnan and Guizhou from the 15 th to the 11 th are resource-consumption industries. The industries that are converted by resource advantages are highly dependent on resources, and their industrial advantages will gradually decline under the pressure of resources. The types of leading industrial sectors in Guangxi include resource consumption, technical support, and production and consumption industries. With the changes in leading industries, the industrial structure is diversified.By the time of the 12 th Five-Year Plan, the manufacturing industry supported by Guizhou began to become the leading industry.Guangxi has begun to take the industrial sector of electronics and communication equipment manufacturing, which relies on the development of high-tech industries,as the leading industrial development. The number of leading industries in Yunnan has decreased, and the industrial sectors with high energy consumption and high pollution have decreased, but the type of leading industrial sector has not changed. This shows that with the change of leading industries, the industrial structure of Yunnan has not been optimized and upgraded. The leading industrial sector has a single type.It has not yet emerged from the resource-based and extensive industrial development model, which will lead to accelerated energy consumption and is not conducive to the sustainable development of the industry.(2)Compared with Guizhou,Guangxi,Yunnan lacks the driving force and strong driving force.Such as high-tech industries such as transportation equipment manufacturing and electronic communication equipment manufacturing. Moreover, the industry-related degree of the leading industrial sector in Yunnan is weak, and the influence coefficient and the sensitivity coefficient of some leading industrial sectors have been hovering at an average level. In view of the situation of the leading industrial development in Yunnan, this paper proposes the following suggestions: Yunnan’s industrial structure has not been optimized,it is necessary to accelerate the adjustment of Yunnan’s industrial structure, take a new road to industrialization, promote industrialization with informationization, and vigorously develop high-tech industries..Transform the economic growth model, vigorously develop resources and reuse industries, focus on the development and utilization of overseas resources, and protect resources within the province.Transform and upgrade traditional industries with high-tech and advanced applicable technologies. In order to avoid blind duplication of construction and industrial convergence,we must integrate existing resources, highlight the characteristics like Guizhou, and expand the industry to become a strong advantage.
