Heterogeneity Global Innovation Chain Governance And Its Fish-fishing Effect

Along with the economic globalization and international division of labor is becoming more and more to the product within the division of labor,China's manufacturing enterprises in the form of international OEM embedded dominated by western multinationals in the global value chain(GVC),and gradually achieve the product upgrades,technological process and function of a certain degree of upgrade,however most in GVC low-end links at the bottom of the international contract of domestic manufacturing enterprise innovation ability is not improved at all.With the globalization deconstruction of innovation activities and the globalization construction of global innovation system,the global innovation chain(GIC)dominated by flagship innovation enterprises in developed countries has become a new dynamic and new trend of GVC evolution.The strategic context of transformation and upgrading of local manufacturing enterprises is undergoing a strong reversal from the traditional GVC embedding to the current new context of GIC integration and innovation ability cultivation.However,the governance and innovation effect of GIC led by flagship innovation enterprises in developed countries are still "black box",and the local research on GIC is still in the conceptual and preliminary thinking stage,which urgently requires theoretical exploration and empirical inquiry.Break through the mainstream of GVC theory research"homogeneity" chain hypothesis,focus on "embeddedness" division of labor pattern,lack of governance space situation,focus on the technical ability of the "fish" and ignore the innovation ability of the limitations and many theoretical controversy "fishing" paradigm,based on the modularization theory,the innovation process theory,the products within the division of labor theory and innovation theory of space,etc.,this article from the theoretical level system reveals the domestic manufacturing enterprises and flagship innovation binary relation of GIC heterogeneity dimensions:deconstruction type heterogeneity and spatial heterogeneity,the division of labor pattern situation heterogeneity.Furthermore,it clarified that GIC governance is the internal mechanism of "fishing" effect that innovative subjects integrate innovative knowledge resources around the competitive game of innovative knowledge,pay attention to the right to use knowledge,and obtain the fundamental improvement of innovation ability.At the same time,it explores the driving factors of GIC formation and evolution,and conceptualizes GIC into technological paradigm,technological distance and discourse right.Constructed on the basis of theoretical exploration,heterogeneity GIC,driving factors and "fish/fishing " effect of empirical model,based on 80 groups of "local manufacturing enterprises-the flagship innovation enterprise" binary relation samples,with multi-value Qualitative Comparative Analysis(mvQCA)method,the qualitative comparison analysis to identify the impact technology/local manufacturing enterprise innovation ability cultivation of the key factors,grabbed a GIC domestic manufacturing enterprise management efficacy "fish/fishing" effect for a typical path configurations.This paper enriches and deepens the research on GIC and its governance and promotes the development of complex configuration research from the perspective of configuration.According to the empirical results,the main conclusions of this paper are:(1)Some enterprises can simultaneously acquire the strong"fish/fishing" effect of technological capability and innovation capability through GIC governance.The governance effect is not limited to the "fish"effect of technological capability acquisition,but the "fishing" effect that is fundamentally improved by the ability to innovate.Offshore governance model is the most unfavorable acquisition of innovation ability of local manufacturing enterprises.The lack of discourse right is the biggest obstacle to the cultivation of innovation ability of local manufacturing enterprises;(2)Under the situational factors of technological paradigm change,large technological distance and high discourse power,it is beneficial to offshore managed ODM model multinational supply companies,OBM mode architecture foundry enterprise,and domestically managed OEM model architecture foundry enterprise to obtain a strong "fish" effect;and the situational factors of technological paradigm change and technological distance are not conducive to the acquisition of a strong"fish" effect by the OEM model architecture foundry enterprises with low discourse power and offshore governance;(3)Under the situation that the technical paradigm is stable,the technical distance is large,and the relative discourse power is low,the OEM model module foundry enterprise for domestic or offshore management,and the OEM/ODM model architecture foundry enterprise for offshore management are difficult to obtain strong "fishing" effect,while the ODM structure foundry enterprises of the offshore management with high discourse power can obtain a strong "fishing" effect;(4)Under the situation that the technical paradigm changes,the technology distance is large,but the relative discourse power is low,the TBM model architecture foundry enterprise and the OBM model multinational purchasing enterprise in the domestic governance can obtain the strong "fishing" effect,while the offshore governance OBM mode multinational purchasing companies have difficulty obtaining a strong "fishing" effect;(5)The lack of technical opportunities and the lack of relative discourse power are the key situational factors that lead to the weak "fish"effect of local manufacturing enterprises,especially the OEM model of offshore management and cross-border purchase and module foundry enterprises gain strong "fish" effect;The paradigm shift,the technical distance is large,and the relative situational power is high.It is most beneficial to the ODM/OBM model architecture foundry enterprises to obtain a strong "fishing" effect;(6)Under the situational characteristics of technological paradigm change,large technological distance and lack of discourse power,the TBM model architecture foundry enterprises of domestic governance can obtain strong "fish" effect;the technological paradigm change and the technological distance are large,which is conducive to the domestic TBM model of multinational supply-oriented enterprises to obtain a strong"fishing" effect.
