Measurement And Evaluation Research On The Coordinated Development Of Large And Medium-sized Cities' New And Old Areas

In the period of the post financial crisis,deep adjustment of the global economic order is continuing,and the coordination of countries,regions and cities has become one of the core issues of regional economic development.Under the guidance of the overall layout of the "five in one" and the new requirements of "five co-ordination",the development of the large and medium cities in China has entered the stage of improving the quality from the stage of large and rapid expansion of scale.As an important way and guarantee for the improvement of the quality of city development,the construction of the new urban area and the transformation of the old city have a significant support for the optimization of the urban space structure,the cooperation of the industrial division of labor and the improvement of people's life.The coordination of new and old urban areas has also become the micro foundation of regional relations coordination,which has important theoretical and practical significance.From the five aspects of location evolution,urban function,market dominance,policy guidance and urban development,the new and old urban areas have different realistic characteristics in four aspects,such as location characteristics and pattern status,development stage and internal structure,market dominance and policy guidance,urban function and leading industry,which lead to a possibility of dissonance in space,market,administration and ecology.Based on the index system of the coordinated development level of the new and old city areas,such as service economy and social progress,and taking five cities such as Beijing,Tianjin,Shanghai,Nanjing and Guangzhou as examples,the coordination degree model is constructed by the entropy weight method.The result shows that the renewal speed of the old city areas in China's large and middle cities is slow and the new urban structure is constructed.Urgent need to optimize the relationship between new and old urban areas has not yet been established.In order to promote the coordinated development of the new and old city areas and the overall sustainable development of city,it is suggested to accelerate the coordination of the relationship between the new and old city areas,give full play to the government's macro regulation and control role,make regional positioning and cooperation with the city,actively encourage enterprises to participate in the process of industrial coordination,and promote ecology with the coordination of population and industry.We should accelerate the renewal of the old city areas,build the diversified investment pattern of government and enterprises,promote the upgrading of the old urban infrastructure,and improve the public services in many angles.We should speed up the optimization of the new urban structure,expand the urban function in the production and people's life,and develop productive service industry.Use negative list and exit mechanism to reserve space for ecological development.
