In contemporary times,human resources,as the "first resource",have always been one of the important factors determining the socio-economic development.Hengyang county,as an important county city in Hengyang city,Hunan province,has a large number of rural population and rich human resources.Will Hengyang county’s rural human resources directly into productive forces,as a whole,Hengyang city’s current urban and rural development,improve the quality of Hengyang city’s rural population,increase the income of Hengyang city’s rural farmers,solve the Hengyang city’s "three rural" problems are of great significance.This paper takes Hengyang county rural human resources development present situation,problems,find out the Hengyang county in the rural human resources development in the process of the existing problems and to understand technology,understand the culture of the new type of rural human resources,as the Hengyang county to build a well-off society in an all-round way,in order to build a new socialist countryside to provide talent as the goal,put forward corresponding Suggestions.The whole paper is divided into six chapters.The first chapter mainly introduces the importance and necessity of rural human resources development under the current background,and expounds the advanced practices and views of rural human resources development at home and abroad.On this basis,the writing ideas and research significance and value of this paper are described.The second chapter systematically expounds the relevant concepts and theories of rural human resource development,and explains the theories and methods that need to be used in the writing process of this paper.The third chapter is the analysis about the present situation of Hengyang county rural human resources,including Hengyang county Hengyang county rural human resource distribution structure,income,level of education,Hengyang county rural human resources social security situation,the Hengyang county human resources transfer characteristics,etc.,for the specific analysis of Hengyang county in the process of rural human resources development problems and deficiencies.The fourth chapter is analysis of the problems in the process of Hengyang county rural human resources development,mainly including Hengyang county government on the county insufficient understanding of the human resources development,urban and rural dual structure in urban and rural development gap affect labor,rural health care system is not sound,to improve rural education system,home business lack of policy support,etc.Chapter five mainly introduces the advanced practices of the four typical developed countries,the United States,Germany,South Korea and Japan,in the process of developing rural human resources and the successful county cases of human resources development in China.Chapter six is based on the first five chapters of the content of the systematic summary and analysis of Hengyang county human resources development process of the problems occurred in the specific countermeasures to solve the problems.This paper according to the Hengyang county human resources development process encountered in the actual situation,to make targeted solutions,according to local conditions,for solving the Hengyang county human resources development process of practical problems has important practical significance and theoretical reference value,for other counties in China to develop human resources for reference.
