Research On The Performance Evaluation System Of Precision Poverty Alleviation

With the accelerating reform and opening up in our country,the poverty alleviation development has made great progress.In the meanwhile,the rapid development of social economy also makes the deep contradictions that restrict the development of poor deeper areas gradually become prominent and intensified,which brings unprecedented challenges to our country's poverty alleviation work.In our country,the precise poverty alleviation resources are affected by such adverse factors as the poverty population,poverty situation,etc.,and the purpose of poverty alleviation work cannot be achieved.Under the background of the new poverty situation and the promotion of precision poverty alleviation,the new poverty alleviation evaluation should be established,and the scientific and effective the evaluation index system should be set up to evaluate the effect of precision poverty alleviation.At the same time,it is the key topic of current research that further explore the really factors that hinder performance and improve the poverty alleviation project performance evaluation system.Based on the above situation,focusing on the precision poverty alleviation,the poverty alleviation project performance evaluation becomes the research object in the thesis.First of all,the series of the precision poverty alleviation theories is studied,which can provide theoretical support for constructing the performance evaluation index system and then promote precision poverty alleviation to develop better and faster.Secondly,the precision poverty alleviation means is analyzed,including the corresponding evaluation and their advantages and disadvantages of every means.Thirdly,by using statistical empirical analysis,summarize the status and problems of precision poverty alleviation,the ideas of performance evaluation,and the procedures and principle,etc.and then the performance evaluation index system is established by confirming the weight,constructing model,testing variable model and analyzing the result.The construction of the system further reveals the key point that poverty alleviation project evaluation should focus on,such as the affection of the relationship between poverty alleviation targeting and resource allocation,the connection between beneficiaries participating and implementer leading.At last,the countermeasures and the suggestions for the precision poverty alleviation performance evaluation are put forward in the terms of the platform establishment(such as setting up the specialized precision poverty alleviation performance evaluation institutions)and mechanism formation(such as the participation mechanism of the precision poverty alleviation objects)and so on.The constructing of such system is expected to enhance precision poverty alleviation performance,improve poverty situation in rural area,provide the power for the poor area to get rid of poverty,and make contribution to better and faster development of precision poverty alleviation.
