Research On The Implementation Of Agricultural Science And Technology Policy In Lanxi County,Heilongjiang Province

The issue of "agriculture,countryside and farmers" has always been a hot issue in the work of the national government.Since 2004,the State has issued the Central "No.1 Document,with the theme of "agriculture,countryside and farmers" for 16 consecutive years,and regarded science and technology as an important driving force for accelerating the development of agriculture and rural areas.In the government work report of Ieilongjiang Province in 2019,it was pointed out that priority should be given to the development of-agriculture and countryside,structural reform of agricultural supply side should be deepened,and "ballast stone1' should be taken to ensure national food security.As a major agricultural province,Heilongjiang Province pays more and more attention to the effective implementation of agricultural science and technology policy.Through the effective implementation of the policy,the construction of agricultural modernization has achieved remarkable results.Lanxi County of Heilong^iang Province is a key county in modern agricultural construction.In the process of transformation from traditional agriculture to modem agriculture,science and technology play a very prominent role in promoting industrial transformation.With the effective implementation of agricultural science and technology policy and the continuous improvement of the level of agricultural modernization,Lanxi County has basically achieved the established policy effects and objectives.However,in the process of implementing science and technology policy,there are still some problems,such as how to improve the effect of policy implementation and how to strengthen the diffusion of the effect of policy implementation.Lanxi county government is the grass-roots govermment of agricultural science and technology policy implementation.The effect of agricultural science and technology policy implementation will have a direct impact on the development of agriculture in Lanxi county.Taking the actuality of agricultural science and technology policy implementation in Lanxi County as the breakthrough point,based on government intervention theory,policy process theory,agricultural development stage theory and public finance theory,this paper defines the scope of agricultural science and technology policy and policy implementation.By means of literature analysis,comparative study,expert interview and other research methods,according to Smith's policy model,bathtub model,interactive model,etc.Through analysis,it is found that there are four problems in the implementation of agricultural science and technology policy in Lanxi County:low number of agricultural science and technology talents,poor structure,inadequate financial input,weak farmers'awareness of science and technology,and low utilization of advanced scientific and technological means.The causes can be summarized as insufficient resources for policy implementation,environmental obstacles for policy implementation,and lagging innovation in policy implementation adjustment.Based on the experience of agricultural science and technology policy implementation in California,Hokkaido,Westland,Netherlands and Nenjiang,Kunshan and Dali Counties of China,and based on the situation of Lanxi County in Heilongjiang Province,this paper proposes to improve the supporting policy of agricultural science and technology talents in Lanxi County,expand the demonstration effect of agricultural science and technology promotion policy implementation in Lanxi County,and promote the implementation of nInternet?policy".Means innovation,strengthen policy implementation investnent and supervision and other policy effective implementation countermeasures and suggestions.
