The Study On Sustainability Of Terminal Treatment Of Rural Anti-Poverty Under Targeted Poverty Alleviation

As the effectiveness of rural anti-poverty has been reduced and the causes of poverty are characterized by diversity,the difficulty in getting out of poverty is increasing.In response to the current practice of rural anti-poverty,the new government has put forward the "Targeted Poverty Alleviation" as an innovative,guiding,and overall poverty alleviation work mechanism.Under the targeted poverty alleviation,the rural anti-poverty model with the government as the core cannot meet the "precision" requirements of rural anti-poverty.But the rural anti-poverty model with village-level organizations as the core to develop rural anti-poverty work is the most appropriate path to solve the current rural anti-poverty problems both in theory and in practice.In theory,village-level organizations are democratically elected by villagers.Although they are at the end of the poverty alleviation management system in China,they are not administrative systems.They have "local wisdom",organizational advantages,understanding of local culture and familiar with poverty facts and control unique resources,etc.So the poverty alleviation work has been more targeted and efficient with the village-level organization as the core.In practice,many poverty alleviation efforts with village-level organizations as the core have achieved remarkable results.In this context,this paper puts forward the theory of terminal treatment of rural anti-poverty under precision poverty alleviation,and further analyzes how to achieve sustainable terminal treatment.The term "terminal treatment" is originated in the process of environmental management development and refers to the development and implementation of effective treatment technologies for the generated pollutants at the end of the production process.The application of terminal treatment of rural anti-poverty work under targeted poverty alleviation refers to the village-level organization as the core of the end of the anti-poverty management system,to governance the anti-poverty work at the end of the village-level organization,including the village-level organization’s own governance and governance of anti-poverty cooperative relations between village-level organizations and other anti-poverty actors.And the sustainability of terminal treatment of rural anti-poverty under targeted poverty alleviation is to ensure that the terminal treatment is sustainable from the perspective of treatment content,including the village-level organizations must achieve sustainability,and the cooperative relations between village-level organizations and other anti-poverty subjects must also be sustainable.The current series of difficulties faced by terminal treatment with the village-level organizations as the core of rural anti-poverty,and its many unsustainable performances demonstrate the necessity of achieving terminal treatment and its sustainability.At present,the factors affecting the village-level organizations to carry out the terminal treatment of rural anti-poverty and its sustainability can be summarized into two levels:external support environment and internal operation system.In the external support environment,the decision-making power,resource management and personnel incentives and supervision systems in the targeted poverty alleviation system can affect the realization of terminal treatment;in the internal operation system.The institutional arrangement of the village organization itself and the cooperative relations between the village organization and other poverty alleviation subjects is an important content that influences the terminal treatment to be sustainable.Combining the practice of Xiadan Village in Shouning County of Fujian Province under the leadership of the village-level organization will not only help to prove the feasibility and correctness of the terminal treatment,but also provide a targeted solution to design the external supporting environment internal operational system,which is what the sustainability of terminal treatment of rural anti-poverty need,to help complete the realization of the grand goal of a well-off society.
