Globally,the tourism industry has become the pillar,of the third industry or even a strategic pillar industry itself.In China,the tourism industry has been rapidly growing due to the development of socio-economy,improvement of people's living standard,advanced transportation facilities and increasing leisure time.After more than a decade of development,Luoyuan County has established the preliminary tourism eco-system,featuring the Luoyuanwan Seaworld,a class 4A tourist attraction,and the natural landscape of the She ethnic minority residence in Huokou Township,a class 3A tourist attraction,and promoting the coordinated development of both urban and rural tourism.Luoyuan County lies in a favorable location for the development of tourism,with rich natural resources.However,on the whole,there are still urgent problems,such as lack of famous tourist brands and premium tourist routes,poor accessibility of the scenic spots and substandard infrastructure.This paper first draws on the theories on industry cluster,strategic management and sustainable development to investigate the basic conditions for the development of the tourist industry in the Luoyuan County,the local tourist resources,the main characteristics of the customer market,the competition from surrounding regions as well as the achievements and problems of the tourism development through methods,such as field survey in the major tourist attractions,visits to relevant government agencies and enterprises and interviews with experts and scholars.Then,it adopts the SWOT analysis to identify the strengths,weaknesses as well as opportunities and threats of the tourist industry of Luoyuan County.In addition,it defines the long-term the development strategy of the tourist industry of Luoyuan County as creating a brand new "all-for-one coastal tourist destination",and sets the overall objective to be building Luoyuan County into a tourist brand in the country,consisting of short-,medium-and long-term goals.Moreover,it provides suggestions in terms of industry overall layout,leading product development,industry auxiliary system and marketing to ensure the implementation of the strategy.
