Research On The Performance Appraisal Of The Balanced Scorecard(BSC) Of A Rural Credit Cooperatives

With the rapid changes of domestic economy,competition among commercial banks is becoming fiercer and the function of performance appraisal in daily operation and management of commercial banks has stood out gradually.In particular,for rural credit unions as local financial institutions,there is a higher requirement for their performance appraisal system due to their smaller scales,poorer risk resistance abilities and geographic limitations of business development.Based on the new situation of economic changes,strategic transition and regulatory requirements,rural financial institutions focus their goals on the support of "agriculture,rural areas and farmers" and small micro enterprises.The traditional financial performance evaluation model cannot adapt to the current business development of the rural credit cooperatives.This paper deeply analyses the performance review model of the A rural credit unions based on the theory of the balanced scoring card,discusses how to introduce the balanced scorecard into the performance review of A rural credit unions and constructs the performance review system based on the strategic goals of A rural credit unions,and disintegrate the strategic goals into four levels including finance,client,internal control and learning and development.This paper has the following main conclusions based on the study of the performance review system of A rural credit unions:(1)the existing problems of the current performance review system of A rural credit unions and the problems that need to be solved;(2)the performance appraisal system based on the balanced scorecard can facilitate the fulfillment of the strategic goals of A rural credit cooperatives;(3)establish A balance scoring card for A rural credit union,build A balance sheet for the client's manager,and build A balanced score card for the division;(4)the keys of implementing the balanced scorecard performance evaluation system by A rural credit cooperatives lie in its implementation methods,implementation focus,and measures.
