The Present Situation And Countermeasure Research On The Agricultural Market Informatization Development Of Heilongjiang Province

The use of modern information technology to transform traditional agriculture,and the combination of information technology and traditional agriculture,is the basic to promote the agricultural modernization.The party’s 18 report clearly states:To adhere to the Chinese characteristics of new industrialization,informatization,urbanization,agricultural modernization,promote deep integration of information technology and industrialization,positive interaction between industrialization and urbanization,coordination of urbanization and agricultural modernization,promote industrialization,informatization,urbanization,agricultural modernization in parallel.From 2004 to 2015,the State Council in a row issued the "Central Document No.1." around the "Three Rural Issues"in a row.Agricultural Market Information Construction is regarded as a priority in each year’s document.We can see that the Chinese Communist Party Central Committee,State Council gradually paid more attention on the agricultural and rural information construction and development.As China’s largest grain-producing province in recent years,Heilongjiang Province,it has attached great importance to the construction of agricultural information service system,and has basically formed the provincial,municipal,county and township Grade-level agricultural information service system,which has played a certain role in increasing the production and income of farmers and the development of high quality and efficient agriculture.On the basis of the full study and absorption of the domestic and international theoretical research results,information technology and agricultural information connotations are elaborated by using literature research,qualitative and quantitative analysis,normative and empirical analysis,historical literature review and summarize;I summarize the status of information construction of Heilongjiang agricultural market;combine and study the problems during the market construction;discuss the characteristics and experience of agricultural Market Information Construction in developed countries and advanced regional.Considering the actual condition Heilongjiang,we proposed ideas,strategies and measures to speed up the development of Heilongjiang agricultural market information construction,namely:to promote the Heilongjiang Agricultural market information construction,first,to strengthen agricultural market information platform construction;second,to strengthen agricultural market information personnel training;third,we should constantly improve the quality of agricultural market information service;fourth,we must strengthen the policy on support and guidance of agricultural market information construction;fifth,to strengthen supervision of the construction of agricultural market information,in order to promote information construction process of agriculture in Heilongjiang province market.
