A Study On Comprehensive Agricultural Development In Heshan District,Yiyang City:Problems And Solutions

The 19th CPC National Congress and the Opinions of the CPC Central Committee and the State Council on Implementing the Rural Rejuvenation Strategy called for efforts to implement the rural rejuvenation strategy,speed up agricultural transformation and upgrading,and help farmers increase income and become rich.In light of the actualities of agricultural development,comprehensive agricultural development is an advanced model and means of agricultural development ensuring stable and high grain yields,as well as the rational allocation of resources.However,there are a lot of problems and deficiencies in comprehensive agricultural development,which have affected or hindered the implementation of comprehensive agricultural development projects to a large extent.Based on the above,with the comprehensive agricultural development of Heshan District,Yiyang as the study target,through field surveys,visits and looking up local almanacs and annals,on the basis of expounding the basic theory of comprehensive agricultural development and summarizing the situation of domestic and foreign comprehensive agricultural development,the paper systematically analyzes the current situation of Heshan's agricultural cultural development,and objectively points out its disadvantages and challenges in comprehensive agricultural development,such as the weak driving function of new business entities;backward model of comprehensive agricultural development and uniform industrial structure;low degree of equal emphasis on economic benefit,social benefit and ecological benefit;shortage of agricultural professionals;weak foundation of agricultural infrastructure;imperfection of the land circulation system and small scale of comprehensive agricultural development;deficiencies in the intensity and power of agricultural technology innovation;imperfection of the socialized agricultural service system.At last,based on foreign practical experience in comprehensive agricultural development,the paper proposes the measures and suggestions for the comprehensive agricultural development of Heshan in six aspects:firstly,giving play to the leading role of the government in intensifying the cultivation of new business entities;secondly,developing innovative models of comprehensive agricultural development and optimizing the agricultural structure;thirdly,strengthening agricultural infrastructure construction and perfecting agricultural equipment;fourthly,perfecting the land circulation system,and promoting the massive and specialized development of agriculture;fifthly,laying equal emphasis on economic benefit,social benefit and ecological benefit,and promoting the sustained and healthy development of comprehensive agricultural development;lastly,consolidating the agricultural technology foundation and improving the socialized agricultural service system.
