With the government"Western Development"strategy and implementation of"One Belt One Road" initiative,the Beibu gulf region becomes significant channel of 21st Century Maritime Silk Road,taking responsibility to delivery cargo import and export from or to south-west region.In the past two decades development of international shipping and logistics,the local NOVCC grew greater and stronger,however facing the potential south-west market,the international NOVCC companies came into and develop fast benefitting by solid customer pool and high quality services.At this moment,the local NOVCC should realize the situation,and review the market environment then take action quickly to fix the challenges.The possible ways include adjusting market position,upgrading products etc.to maintain existing business and find creative solution for long-term development.In this paper,the local NVOCC HGX company is object for study,helping them to find root cause and reset position and activity to fulfill long-term development strategy through theoretical research methods and analysis tool utilized.Firstly,the paper stated the background and purpose of this study,summarized literature and points from international and domestic experts and scholars,Secondly,introduce knowledge of NOVCC,3rd party logistics and their service providers,also the theory of development strategy.Thirdly,we used PEST and five-force tools for analyzing macro environment internally and externally separately.Fourthly,SWOT tool is used for analyzing the strength,weakness,opportunity and threat for HGX company.Basing the HGX company business record and situation,here suggested comprehensive cost-leading/diversity strategy and the relevant actions to take,supporting development strategy fulfilled.
