Study On PPP Model In The Construction Of Characteristic Towns

At present,characteristic towns have become the carrier of new urbanization,and play an extremely important role in promoting urban and rural development and rural revitalization.In the process of its development,characteristic towns are faced with such problems as long development cycle and large capital investment.PPP can cooperate with government departments and social capital in the project of characteristic towns,enjoy the benefits of the project together,and achieve overall win-win situation.However,what problems will arise in the implementation of the combination of Characteristic Towns and PPP models? How to define the responsibilities and functions of local governments and social enterprises? How to introduce different PPP models in the construction according to different types of characteristic towns? This paper studies the above key problems in the application of PPP model in the construction of Characteristic Towns in Henan Province,which to some extent makes up for the lack of this research.This paper mainly uses case analysis method to select two representative cases,that is,the type of pastoral complex-Buffalo Rice Village in Yuanyang County,Henan Province and the type of industrial transformation-Jinxiang Home Town in Yuanyang County,Henan Province,for analysis,starting from the project related risk selection and identification,investment and financing mode,investment construction of Characteristic Towns and specific operation of characteristic towns,etc.The roles,responsibilities and functions of local governments and social enterprises are discussed.The main contents of this study are divided into the following five parts:The first part is the introduction.This paper expounds the background and significance of the topic selection,summarizes the literature review of Characteristic Towns and PPP mode,introduces the research framework,analysis methods and technology roadmap of the paper,and gives the innovation of this paper.The second part is the theoretical analysis of Characteristic Towns and PPP model.This paper summarizes the basic concepts of Characteristic Towns and PPP modes,and analyses the current development status,general characteristics and development basis of Characteristic Towns in China.The definition,operation mode,application scope and operation process of PPP mode are analyzed.The third part is the application analysis of PPP mode in the construction of characteristic towns.This paper probes into the application of the PPP mode in the construction of the characteristic town,and studies three types of characteristic towns that are suitable for implementing the PPP mode: the characteristic industrial agglomeration type,the "Internet +" type and the natural resources superiority type,and probes into the applicable scope combining with the characteristics of the PPP project.The fourth part is case study.From the project that has entered the stage of implementation,this paper chooses Zhaocun Buffalo-Buffalo-Rice Eco-town in Yuanyang County of Henan Province and Jinxiang Home Town in Yuanyang County of Henan Province as case studies,and analyses the application of government and social capital in the construction of small towns,the division of related responsibilities and risk sharing system in the process of investment and construction,the return mechanism of projects,and the PPP model to promote characteristic towns.The mechanism and effect of industrial transformation.And summarizes the experience and problems which have the value of promotion.The fifth chapter is the development proposals.In view of the problems existing in the application of PPP mode in the construction of characteristic towns,this paper puts forward some suggestions on the industrial selection,highlighting the industrial characteristics and building characteristic towns;in the aspect of system and mechanism reform,it puts forward the formation of brand effect and improving the overall operation and management ability of small towns;in the aspect of innovative financial system reform,it gives the ways of opening up social capital investment channels and exit,and establishing a suitable financial system.Supporting and giving preferential tax policies and other countermeasures and suggestions.The research results of this paper have important reference significance and research value for enriching the implementation type and application experience of PPP mode in the construction of Characteristic Towns in Henan Province,optimizing the project management of PPP mode in characteristic towns,and further promoting the construction of Characteristic Towns and Rural Revitalization in Henan Province.
