Land is the basis for our survival and social and economic activities,as human beings cannot do without air and water,but also inseparable from the land,urban land is the main carrier of human life and social and economic activities.The land will not be recycled,scarce and precious.As an important asset and means of production owned by the state,it has incomparable key.In our country,city land price has attracted widespread attention,publicity and accounting,market reference,tax and policy regulation,the city land use guide,income adjusting functions,more functions,importance is more apparent.At present,the operation of land price in our country is mainly based on the standard land price.On this basis,the relevant land parcel evaluation is carried out,but the characteristics of slow updating and poor reality have already affected the function of land price management.At the same time,the demarcation of land evaluation only to carry out the pilot work,not yet universal,in the dynamic monitoring of the land value of sample point in the form of promotion,but this price system is not perfect,the connotation is not unified,affecting the land price management role.Regulated land price system managed by the government.How to establish a perfect urban land price,and understand and master the urban land price level and land price distribution,has become the topic of land management market worth discussing.With the rapid development of social economy,new technologies and new formats to promote land use and land property update,Ningbo city type multifarious,lead standard and premium calculation rules of abnormal fine complex,land management system is not very strict.This not only brings difficulties to the land price assessment personnel,but also frequently raises social doubts and undermines the credibility of the government.There are still constraints in the management of land prices in Ningbo.In view of this,this paper takes Ningbo city as an example,based on the actual Ningbo trying to land management,in view of the current land management coordination between the vertical enough and the system of land price management system is not perfect,the government land management capacity needs to be improved,there is price volatility and price management system beyond the reasonable range of the risks and other issues,through the strengthening of land management of the main longitudinal the coordination and improvement of system,land management system,improve the ability of government land management actively prevent to perfect land management system of Ningbo city land price fluctuation and so on,in order to promote the effective management of the land market of Ningbo municipal government,and further provide theoretical basis for the promotion of Ningbo and the national land management system development,rich theoretical study on land management in china.
