Technological innovation is a key for a country to develop their technology and economic,and it is an important factor in promoting international competitiveness of a country.Relevant research shows that import trade has become an important way for countries,especially developing countries,to acquire advanced foreign technology.For the country,the import of high-tech products will have an important impact on the technological innovation.On the other hand,it is possible to over-reliance on foreign technology and weaken the their own power of technological innovation in the country.The impact of the import of such high-tech products is closely related to intellectual property protection system of a country.In recent years,international trade has become a key link in the economic development of countries of the “Belt and Road”.Import trade has become an important channel for technology absorption in a country.Therefore,it is necessary to research the influence of the import of high-tech products of the“Belt and Road”on the technological innovation.The article uses the panel data of 36 countries along the “Belt and Road” from 2006 to 2015,include the import trade of high-tech products and the R&D capital stock,the availability of scientists and engineers,the absorption capacity of enterprises and the R&D output.The research through the establishment of a model for empirical testing,mainly draws the following conclusions:First,the import of high-tech products is conducive to countries to make technological innovation and promote the innovation ability.Second,the results of the previous R&D output and the R&D capital stock can make the foundation for subsequent technological innovation,provide technical support,and promote further technological innovation.Third,the human resource also important for the country to make the technological innovation.Fourthly,for the countries along the “Belt and Road”,the absorption of technology will have a negative impact on technological innovation,so it should not be overly dependent on the introduction of foreign high-tech products.To prevent the development of the technological innovation.In addition,after strengthening the protection of intellectual property rights,the impact of the import of high-tech products on technological innovation has a “U”-shaped curve.With the increasing of the intellectual property protection,It will have a positive impact on the import of high-tech products for the technological innovation,when the intellectual property protection is strengthened to a certain level,the import of high-tech products will increase the cost of technology diffusion,and will reduce the output of technology research and development.Finally,based on the conclusions,the article puts forward some feasible countermeasures and suggestions.
