As the top priority of work,the issue of "agriculture,rural areas and farmers" has always been the focus of our governments,and agricultural modernization is an important way to solve the "three rural" problems.With the acceleration of agricultural modernization,the problem of moderate and large-scale operation of land is imminent.Therefore,under such a background,the country began to actively explore land transfer work,and emerged a new model of land transfer.Among them,the Chongzhou model represented by the agricultural joint system has achieved great success.As a demonstration base of 100,000 mu of good land,Chongzhou City has been making unremitting efforts to achieve the process of agricultural modernization.Therefore,this paper takes the Chongzhou agricultural co-operation system as an example to explore the factors affecting farmers' decision to transfer land through field research.Firstly,the relevant literatures are classified by the factors of land transfer,agricultural co-operation and the influencing factors of land transfer in Chongzhou City.Based on the field research,the theory of part-work in the family is adopted,and the cost-benefit theory and resource endowment theory are the theoretical basis.Then,from the three major constituents of land share cooperatives,agricultural professional managers and agricultural comprehensive service system,the agricultural public ownership system is introduced,and from the perspective of the three main subjects,the impact mechanism of farmers transferring land from the background of agricultural public ownership is analyzed.Furthermore,the family characteristics,land characteristics and the factors affecting the circulation characteristics selected in this paper are sorted out.On the basis of this,the theoretical analysis and research hypothesis of the influencing factors are carried out.Finally,through the field research of Chongzhou City,the first-hand data is obtained for empirical analysis and analysis.The conclusions of this study are obtained.According to the research results,it can be seen that: First,the impact mechanism of rural households' land transfer in the context of agricultural public ownership is reasonable and effective.By integrating land resources,land share cooperatives release rural surplus labor to change the family characteristics of farmers and promote land transfer;agricultural professional managers use their professional skills to improve the cost-benefit difference of land management and stimulate land transfer through land characteristics;The agricultural comprehensive service system,with its strong resource advantages,enhances the confidence of farmers in circulation,and affects the transfer of land by farmers through the formation of circulation characteristics.Second,the empirical test results are basically in line with the research hypothesis.The variables of “non-agricultural income as a proportion of total household income”,“land operating costs”,“government participation”,and “participation of land transfer participation by surrounding residents” have been positively affected by the transfer of land by farmers.The “land management income” variable has a negative impact.Based on the above research results,this paper proposes four aspects suggest: First,strengthen the government's propaganda,service and supervision functions,and create a good land transfer policy environment;Second,promote nonagricultural employment opportunities and create a healthy and active external market economic environment.Third,improve the rural social security system,and promote healthy land transfer social environment;Fourth,establish and improve the communication and coordination mechanism between farmers,new agricultural management entities and the government.
