Research On The Risk Mangement Of Rural Land Transfer In Xi'an

Xi'an has jurisdiction over 11 districts and 2 counties with a total area of 10096.82 square kilometers,featured by"five districts,one,port and two bases".At the end of 2017,the agricultural land area was 826751 hectares,accounting for 81.63%of the total land area.In the past few years,the rural areas in Xi'an have vigorously promoted"land transfer",which has realized the scale operation of the land,and has greatly adjus.ted the Agrochemical structure to a certain extent.However,it has also brought many problems and a large number of risks.How to reduce or even circumvent these risks?Evaluating its relevant risks and building an effective prevention mechanism which are related to the "land transfer" would be an effective way.'Xi'an rural land transfer risk",Non-specific"engineering projec",hosts the basic features which are consistent with the generalized "project".So,this thesis takes "Xi'an rural land transfer risk"as the research object.Based on the investigation and analysis of the current situation of "land transfer",at the same time,learning from the previous research results,the risk is mainly defined as five major types(i.g.social risk,food security risk,damage to farmers risks'related rights and interests,legal risk and natural risk),We evaluated these five risks mentioned above and their sub-risks by analytic hierarchy process(AHP).The results show that the food security risk is the highest among these risks,followed by damage farmers'related rights and interests,legal risk,social risk and natural risk.Therefore,,we should focus on food security risk,damage to farmers'related rights and risks,and legal risks,but we also should pay appropriate attention to the social risk and natural risk,in rural land transfer in Xi'an process.Complete information on the risk of rural land transfer in Xi'an can be obtained through quantitative research.On this basis,combining with the problems which exist in Xi'an land transfer,and the possible harm caused by these risks,all these problems to be solved should be further clarified.Finally,the study constructed the Xi'an rural land transfer risk prevention system from the two aspects which are policy/mechanism and system,combined with the background of the "Five Development Concepts",the "Da Xi'an" and the "Quality Xi'an".In order to further standardize and perfect the rural land transfer system,First,in terms of sound systems:we will prevent various unknown events through the market mechanism,prevent rural land transfer risks via maximizing the government functions,and regulate the land transfer behaviors by clearing the relevant legal issues.Second,in terms of improving the system:we will suggest that it is completely necessary and importance to establish capital access system and file system for rural land transfer;establish and perfect contract management system,construct a rural land transfer service system;and establish a regulatory and incentive system for industrial capital to entering rural land transfer;Establishing and improving the dispute settlement system and risk fund system and paid exit system for land transfer are equally important and necessary.All these measures will reduce or even avoid the risk of Xi'an land transfer,we firmly believe that it will promote the implementation and implementation of the "Five Development Concepts" in Xi'an Construction and Development,advance the construction of "Da Xi'an" and "Quality Xi'an",and co-create a beautiful Xi'an finally.
