Study On Standardization Of Dynamic Management Of Rural Minimum Guarantee In Dantu District Of Zhenjiang City

To promote the rural living by standardized minimum guarantee management is a practically accurate approach in identifying the rural low-income households,and necessary ensurance for the basic living needs of rural poor.It is of great significance to effectively promote fairness and justice,further construct harmonious rural society,and build a moderately well-off society in an all-round way.How to effectively promote the standardized management of rural minimum living allowance needs to be research urgently.In this paper,Dantu District as the research object,on the basis of reading a large amount of literature,scientifically design questionnaires,and conduct research throung issuing questionnaires,to have an in-depth interview with government departments,rural low-income households,rural poor households(low-income marginal households),ordinary villagers and low-income workers.Using game theory and social security theory,qualitatively and quantitatively analyses the current situation of dynamic managment of rural minimum living guarantee,from aspects of improving and implementing management,operation mechanism,dynamic management,fund issuance and informatization management.Then,further analyses the lack of standardized identification criteria and effective supervision.Problems of backward management methods,not timely feedback,and formalized publicity system are also been discussed.Learning the advanced experience from home and abroad,in rural areas,we need to improve and publicize relevant laws,regulations and policies,also standardize the accurate identification of low-income households,promote the standardization-mechanism of dynamic adjustment,and improve the sharing-mechanism of financial funds.In order to further standardize the dynamic management in Dantu District,we should enhance the informationization building,strengthen government's relative team construction,raise rural minimum living allowance funds with multiple methods,and strengthen the construction of supervision system.
