Study On The Effect Evaluation And Improvement Of Grain Subsidy In Mengjin County

General secretary Xi Jinping has repeatedly stressed that the rice bowl of the Chinese people at any time to firmly in their own hands.Grain is the key problem of national economy sustainable and healthy development.Since China implemented the grain subsidy policy in 2004,a series of grain subsidies implemented by the state have played a certain role in maintaining China's grain security,promoting grain production and increasing farmers' income in order to protect grain income and stabilize domestic farmers' enthusiasm for grain production.With the development of market economy and the deepening of supply-side structural reform of grain growing,the effect of grain subsidy policy is gradually decreasing.Therefore,it is important to improve the way of grain subsidy and ensure the precision of grain subsidy.The 19 th national congress of the communist party of China put forward the strategy of "storing grain in the land and storing grain in technology",which points out the direction for grain subsidy.Governments at all levels adopt various grain subsidy policies to reduce production costs,encourage land transfer,support large grain growers and improve farmers' income from grain production.Mengjin county has made some achievements in implementing the grain subsidy policy in protecting farmers' enthusiasm for grain planting and stabilizing grain output.During the investigation and study of this paper,it was found that in the actual distribution process of grain subsidy,the government service cost was high,the way of subsidy was not reasonable,and the energy efficiency of subsidy fund conversion was low.In this paper,mengjin county grain subsidy effect evaluation and problem research as the direction,in order to stabilize the local grain output,improve the grain production efficiency,improve the enthusiasm of farmers to grow grain,increase the local farmers economic income has some practical significance,and the current subject has a certain historical urgency and the theme of The Times.In this paper,through studying Chinese and foreign literatures,obtaining grain subsidy data through multiple channels,visiting and investigating the current situation of grain subsidy,obtaining grain subsidy data of mengjin county over the years through multiple channels,and analyzing questionnaire survey data;In this paper,qualitative and quantitative analysis are combined to carry out the research according to the research ideas of raising,analyzing and solving problems.This paper is divided into six chapters.The first chapter is the introduction,which explains the background and significance of the research,the research method and the possible innovation.The second chapter expounds the concept of grain subsidy and the supporting theory of weak industry support.The third chapter introduces the current situation of grain production in mengjin county,and analyzes it from three aspects: type,scale and structure of grain production subsidy.In chapter 4,a questionnaire survey was used to study the current situation of grain subsidy in mengjin county.Combined with the current situation of grain subsidy development in mengjin county,SPSS19.0 statistical analysis software was used to conduct an empirical analysis on the effect of grain subsidy in mengjin county.The fifth chapter through the mengjin county grain subsidy status quo and grain subsidy effect evaluation,this paper from the production and income of grain subsidies existing agricultural machinery subsidies coverage is small,agricultural machinery subsidies regulatory measures are weak,direct subsidy area is limited,the guiding effect of improved seed subsidies is not obvious.Chapter six puts forward some Suggestions according to the present situation and existing problems of mengjin county.Based on the two perspectives of production and income grain subsidy in mengjin county,this paper puts forward some targeted measures to improve the effect of grain subsidy in mengjin county.
