Since the reform and opening up,the development of the inbound tourism economy has played an important role in China's economic growth and the promotion of its external image. The Silk Road Economic Belt is an important part of China's“One Belt,One Road”strategy, and promotes the exchange and cooperation of tourism along the provinces, which can make contributions to China's inbound tourism economic growth. With the support of the national tourism policy, the inbound tourism economy of the region has great potential for development.Based on the theory of policy science, tourism economics and non-equilibrium development, this paper selects the nine provinces and autonomous regions along the Silk Road Economic Belt, including Shaanxi,Gansu,Qinghai,Ningxia,Xinjiang,Chongqing,Sichuan,Yunnan and Guangxi, taking the economic growth potential of inbound tourism in the region as the research object,by obtaining the official data of the nine provinces and autonomous regions, using MATLAB and ARCGIS software for data processing, adopting a combination of qualitative and quantitative analysis methods to calculate 2000-2016 years' comprehensive scores and 2017-2021 years' Forecast value of the economic growth potential of inbound tourism in the nine provinces and autonomous regions of the Silk Road Economic Belt, and summarizing the temporal and spatial evolution characteristics of the economic growth potential of inbound tourism in the region,so as to construct a targeted transformation path of the economic growth potential of inbound tourism in the nine provinces and autonomous regions of the Silk Road Economic Belt, and proposed a corresponding improvement strategy. The research shows that(1)due to the differences in economic, social and tourism industry factors between the tourism sectors of the nine provinces and autonomous regions of the Silk Road Economic Belt, the inter-provincial differences in the inbound tourism development in this region are obvious.(2)According to the current situation of the development of inbound tourism in the nine provinces and autonomous regions of the Silk Road Economic Belt,an evaluation system for the economic growth potential of inbound tourism consisting of four aspects: tourism policy, economic strength, social development and industrial foundation was constructed.(3)The comprehensive potential of inbound tourismeconomic growth in the nine provinces and autonomous regions of the Silk Road Economic Belt in the period of 2000-2016 shows a growing trend. The growth potential of Qinghai's inbound tourism economy is the most obvious.Shaanxi Province is closely followed and Sichuan Province's potential growth trend is the slowest.Among them,Shaanxi has the highest tourism policy support potential, while Sichuan has the lowest tourism policy support potential.(4)The Silk Road Economic Belt has a large spatial difference between the nine provinces and autonomous regions : Shaanxi and Qinghai are strong potential areas;Gansu,Ningxia,Xinjiang,Chongqing,Yunnan, and Guangxi are medium-potential areas;Sichuan has a low comprehensive potential for inbound tourism and it belongs to the weak potential area;Among them, the economic growth potential of inbound tourism in Gansu,Qinghai and Ningxia is not completely transformed into competitiveness.(5)From 2017 to 2021,the inbound tourism economic growth potential in the western nine provinces and autonomous regions of the Silk Road Economic Belt has maintained a growth trend, and the indicators of economic support potential have contributed the most.(6)By adopting policy forms to intervene in the internal and external driving forces of the tourism industry, namely the endogenous power of the industrial base and the external environment of the social environment, etc.,it can improve the economic growth potential of the inbound tourism of the nine provinces and autonomous regions of the Silk Road Economic Belt.
