| The implementation of the rural revitalization strategy is a major decision-making and arrangement in the 19 th CPC National Congress,also is a grand historical task to successfully build a well-off society in an all-round way and build a modern socialist country in an all-round way,and the general point of strength of “agriculture,rural areas and farmers” works in the new era.The imbalance and insufficient contradiction of our country in the new period are epitomized on the unbalanced development of urban and rural areas and the insufficient development of rural areas.The key point of the implementation of the rural revitalization strategy is to solve the structural problems of regional economic and social development,and to promote agricultural rural modernization development and prevent the phenomenon of agricultural decline,rural decline through make up for the deficiency and strengthening the foundationGrasp the historical basis,basic endowment and development situation of rural development,and promote classification,adopt measures according to counties is the key to implement of the rural revitalization strategy.Guangxi is located in the southwest of China and belongs to the economically underdeveloped region.There are significant differences in the type of rural development,the level of development and the influencing factors in the region.Therefore,this paper regards county-level rurality as the research scope to classify and evaluate the county-level rurality in Guangxi,and to explore the regional differences and the reasons for the formation of the rural development in Guangxi,which is of great significance for promoting the development of the countryside and realizing the rural revitalization.This article regards Guangxi countryside as the research object,and the county level as the research scale to select three time cross-sections of 2006,2011 and 2016.Under the overview of the overall situation Guangxi countryside,firstly the author uses the industry as the load bearing to judge the rural development type;secondly,to construct the evaluation index system of the rurality,calculate the county-level rurality of Guangxi,and analyze the temporal and spatial patterns on the basis of the thought of urban-rural integration;at the same time,to study the regional difference of the rurality and its influencing factors.Finally,this paper puts forward the countermeasures and suggestions for rural development in Guangxi based on the empirical results.The findings of the study are as follows:Firstly,most of the 12 agricultural-dominated counties such as Hepu County,Bobai County and Longan County are distributed in southeastern Guangxi;the 11 industrial-dominated counties such as Tianyang County,Tiandong County and Pingguo County are mainly distributed in northwest Guangxi,the 11 commercial and travel-service counties are distributed relatively,and the overall level of tertiary industry is lower;besides,the number of counties with balanced development type I and type II are 11 and 28 respectively.The balanced development type I mainly distributed around the central city,and the balanced development type II is comparatively dispersive,which shows that more than half of the county-level primary,secondary and tertiary industries in Guangxi are balanced development with a low level.Secondly,based on the thought of urban-rural integration to construct the rural evaluation index system,and through using entropy method to measure the rural index value of Guangxi counties in 2006,2011 and 2016,which has found that there is a decreasing trend in the county-level rurality of Guangxi,and the growth rate of medium-sized and weaker villages is large,but the rural development is still in the backward stage.The space presents the evolution trend from high-around middle-low to west-high-east low-staircase shape,and the counties with strong and middle-strong rurality are mainly concentrated in the upper reaches of the Pearl River,the key ecological functional areas,poor agricultural base and underdeveloped economy in northwest Guangxi,and counties with middle and weak rurality are concentrated in the North Gulf economic belt where have better economic base.Thirdly,from the aspect of analyzing the rural difference in different rural development types,the agricultural leading county of the weaker rurality counties from the traditional production into the production stage of "High-yield,high-quality,high-efficiency",but the agricultural production efficiency of the strong rurality counties is still the main problem of the agricultural production;the industrial development type of the counties almost are with middle and higher rurality,and the development of industry are restricted by the factors of small industry scale,backward management and the location condition;the service-oriented county of the business brigade is subject to bad traffic infrastructure factor almost with strong rurality;however the balanced development type is uniformly dispersed in different rural areas,and low industrial coordination degree leads to strong rurality;further draw the conclusions from analyzing the factors that the number of per capita retail sales of consumer goods,post and telephone service and savings deposit,the proportion of employees in primary industry,and students numbers,beds of health institutions,yield of cultivated land and the rate of agricultural mechanization for per 10000 persons,which are the important factors that affect the rurality.Based on the research results,the paper puts forward the countermeasures and suggestions to promote the rural development in Guangxi.First,find out the functional orientation of rural areas,promote rural revitalization by differentiation among villages;Second,speed up the construction of modern agriculture and optimize the agricultural structure;Third,improve the mechanism for two-way flow of factors between urban and rural areas;Fourth,strengthen rural infrastructure construction;Fifth,increase the supply of rural public services;Sixth,improve the rural social security system. |
