The competition that enterprises pay attention to has changed from inter-enterprise competition to directional competition among supply chains,but its ultimate goal is still to obtain long-term profits.Supply chain means that a chain composed of many enterprises,which is used for the whole process from the purchase of raw materials to the completion of production offline delivery to consumers.Each node in the chain represents an enterprise.Traditional supply chains mainly includes: raw material suppliers,product manufacturers,retailers,warehousing,third-party distribution enterprises,etc.Generally,each supply chain will have a core enterprise.Enterprises in the supply chain with strong competitiveness can maintain a relatively lasting competitive advantage in the competition of the whole industry and enhance the company's market competitiveness.At present,China's manufacturing industry spends a lot of time on logistics,and the cost of warehousing accounts for a large proportion of the total sales cost.With the promotion of JIT production mode,enterprises have higher requirements for the production and marketing coordination between the entire supply chain.On January 9,2017,the State Health and Planning Commission of China announced the implementation of the "two-ticket system" throughout the country.The implementation of this policy has greatly increased the concentration of the pharmaceutical industry,and reduced the intermediate circulation link of drugs.The implementation of the "two-ticket system" has also brought new challenges to the supply chain of the pharmaceutical manufacturing industry,such as the "two-ticket system" has changed the original settlement mode and drug transportation links.For those pharmaceutical enterprises that originally focused on R&D and production,they need a lot of manpower and capital consumption in the early stage,and they will also face the risks brought by limited marketing capacity and increased cost of funds.Therefore,under the background of "two-ticket system",pharmaceutical manufacturing will face the risks of limited marketing capacity and increased cost of funds.It is very necessary to study the supply chain of enterprises and this study is carried out under the medical environment of "two-ticket system".Based on the analysis of the theory and research status of Balanced Scorecard and Supply chain management,this paper analyzed the current performance situation of supply chain management in pharmaceutical manufacturing enterprises under the two-ticket system,and this paper pointed out the problems existing in the supply chain management of Chinese pharmaceutical manufacturing industry.Then this paper established an evaluation system of pharmaceutical enterprises based on Balanced Scorecard.This paper takes A-enterprise as a case to carry on the empirical analysis.The analysis results show that there are some shortcomings in capital,internal operation and staff training,and then this paper corresponds improvement measures are put forward according to these shortcomings.
