The Research On Poverty Alleviation Of Agricultural Science And Technology In Changsha County In The Context Of Targeted Poverty Alleviation

To eliminate poverty and achieve common prosperity is the essential requirement of socialism and an important mission of the CPC.According to the information released by the national poverty relief office,by the end of 2016,the number of rural poor in China is still more than 43 million.These people are poor in poverty,weak in self-development and hard to escape from poverty by conventional means.So our country has changed the way of poverty alleviation and adopted targeted poverty alleviation as a basic national strategy in time.Agricultural science and technology poverty alleviation is an important means of targeted poverty alleviation.On October 18,2017,Xi Jinping has pointed out in his report,we need to mobilize the whole party and the whole country to ensure that targeted poverty alleviation and agricultural science and technology poverty are achieved.In this process,the central government should carry out overall planning,establish a system of leading party and government responsibility,and ensure that all regions can implement poverty alleviation work in place.While doing a good job in poverty alleviation,we should pay attention to improving the personal quality and ability of the poor people and combine poverty alleviation with intellectual and ideological support.In order to ensure some key areas of poverty reduction task can be completed smoothly.We need to establish a collaboration mechanism for poverty alleviation in both east and west,to ensure that by 2020 all the poverty-stricken counties take off their hats,effectively raise the income level and quality of life.Therefore,the effect of agricultural science and technology on poverty alleviation and the existing problems deserve our in-depth consideration.This paper takes Changsha county as an example,based on the summarization of the current situation,effect and typical patterns of agricultural science and technology poverty alleviation in Changsha county,to find out the problems and influencing factors of agricultural science and technology poverty alleviation,and the paper puts forward the countermeasure and suggestions of agricultural science and technology poverty alleviation finally.This paper has a good realistic meaning for the targeted poverty alleviation work in Changsha county,at the same time,it can be used as a reference for other regions to carry out targeted poverty alleviation and can play a certain enlightening role.The article is divided into five chapters:The first chapter introduces the research background,explains the significance of the research objective,the research content and the research methods adopted in this paper,and summarizes the research status at home and abroad;The second chapter is relevant concept and the theoretical basis,describes the "poverty alleviation" precisely,"science and technology for poverty alleviation" concept briefly,elaborated the characteristics of targeted poverty alleviation,the effect of science and technology poverty alleviation,and the relationship between the targeted poverty alleviation and the science and technology poverty alleviation.It lays a theoretical foundation for the research of the later paper;The third chapter summarizes the status of Changsha's agricultural science and poverty alleviation,introduces the basic situation of Changsha county,targeted poverty alleviation,main practices and great achievements in poverty alleviation and the current situation of poverty alleviation in agricultural science and technology.Finally,the model of "poverty alleviation by agricultural science and technology drives targeted poverty alleviation and precision poverty alleviation promotes the development of poverty alleviation by agricultural science and technology" is introduced and a simple comparative analysis is made.The fourth chapter analysis the influence factors,poverty alleviation effect and the problems of the agricultural science and technology poverty alleviation under the background of targeted poverty alleviation,and find out the influence factors of agricultural science and technology for poverty alleviation,from two aspects of economic benefits for the poor and the effect of agricultural science and technology summary evaluation on the poverty alleviation,summarizes xingsha problems existing in the agricultural science and technology poverty alleviation;summarizes and evaluates the poverty alleviation of agricultural science and technology from economic benefit and poverty alleviation effect,and summarizes the problems existing in the poverty alleviation of agricultural science and technology in Changsha county.Chapter five is countermeasures and Suggestions,according to the above research,putting forward the countermeasures and suggestions for the Changsha county's development of agricultural science and technology poverty alleviation,it is suggested that the development of science and technology innovation should be accelerated in Changsha county,enhance the vitality of science and technology poverty alleviation,strengthen the application of science and technology innovation,speed up the transformation of achievements of science and technology,improve staff quality,strengthen poverty alleviation and team management,strengthen the policy implementation regulation.
