After more than 30 years of development,China's engineering cost consulting industry has gradually become an important supporting force in the field of construction from embryonic to initial maturity.On one hand,with the reform of the construction industry and the promotion of the whole process consulting model,the cost consulting enterprises need to adjust their business model to meet the new needs of the owners.On the other hand,the cost consulting industry in China is still facing serious problems such as service homogeneity and lack of core competence.In order to give full play to the value of third-party consulting,take "design management" as a breakthrough to create unique differentiated competitiveness and integrate into the whole process of engineering consulting as soon as possible,this paper discusses the service demand of the owner of construction project for design management,the path selection of the design management business of engineering cost consulting enterprise and the construction of supporting environment from the perspective of "creating demand".The main conclusions and methods of the study are as follows.Firstly,on the basis of distinguishing the concepts of design,cost management in design phase and design management,this paper uses grounded theoretical research method to hierarchically tap the potential needs of owners from the perspective of owner's needs of construction projects,and constructs a "design management service model oriented to owner's needs",which includes design quality assurance and evaluation module with technology integration as the core,value cost implementation module with LCC and VE as the core,project rhythm control module with process management as the core,product function definition and improvement module with due diligence as the core,coordination,communication and cooperation module with partnership as the core,which clarifies the value and main direction of consulting enterprises to carry out design management business,and lay the foundation for the path analysis below.Then,through questionnaire survey and statistical data processing,the main difficulties of cost consulting enterprises in developing design management business are sorted out.According to the theory of enterprise management and the reasoning of difficulties,this paper dialectically analyses the influence of the types,characteristics and development of enterprises on the development of design management business from four dimensions of strategy,cognition,operation and technology.Then,through the analysis of the modularization and evolution mechanism of the owner's design management service demand model,the main characteristics of each module are clarified.Further more,the type and characteristics of cost consulting enterprises are matched with the main characteristics of the five modules of the owner's design and management business requirements,and the path directions for different types of enterprises are proposed,namely cost-oriented,management-oriented,technology-oriented,and market-oriented,and they are selected and applied.Finally,the supporting environment for cost consulting enterprises to carry out design management business is further constructed,including business organization,information technology and the external market environment.Among them,the construction of business organization includes the organizational structure of "department system + project system" which is adapted to the development of design management,the propaganda of enterprise culture,the selection of human resources team,the construction of internal management system and service standards,and the mutually reinforcing relationship among them is clarified.Information technology mainly puts forward the application price of database and BIM technology to design management.The external market environment mainly includes the support and guidance of the government,industry associations and owners.At the same time,on the basis of enterprise management commonness,this paper echoes different path selection directions,and makes a brief difference analysis on the collaboration between path and supporting environment of consulting enterprise design management business.Through this research,we hope to provide reference ideas for the construction management business of China's engineering cost consulting enterprises,effectively promote the business breakthrough and business practice of design management of cost consulting enterprises,and achieve long-term development in the increasingly fierce market competition in the future;To a certain extent,improve the level of refined management of construction projects to ensure that the overall benefits of the project are maximized.
