Research On The Impact Of Provincial Innovation Policy On Innovation Efficiency

In the context of the country’s implementation of the innovation-driven development strategy,innovation and development has become the primary development concept,the government uses innovative policies as an important means of regulation to encourage regional technological innovation,improving regional innovation efficiency has become an important way to promote regional economic development.So,how does the provincial innovation policy affect the innovation efficiency in its region? This paper intends to use the innovation policy issued by the provincial government as a research sample,quantitatively analyze the innovation policy texts of 30 provinces in 2010-2017,and measure the actual level of innovation policy with text scores.Then,the combine with existing literature,selecting regional innovation input and output indicators,and use the DEA method to calculate the regional innovation efficiency of 30 provinces based on statistical data from 2010 to 2017.It is found that from the overall situation of the provinces,the innovation efficiency of each province has increased year by year,and from the regional differences,the regional innovation efficiency in the east is significantly higher than that in the central and western regions.After measuring the annual value of innovation efficiency in each province and city,the panel data corresponding to the annual score of the policy text score,using the fixed effect model of Stata to analyze the impact of provincial innovation policy on regional innovation efficiency.The study found that in the provincial innovation policy,innovative talent policy,infrastructure policy,enterprise innovation policy,scientific research institution management policy,scientific and technological achievements transformation policy,financial support policy,innovative environmental policy and regional innovation performance were significantly positively correlated.The impact of capital investment policy on regional innovation efficiency is not obvious,while industrial policy is negatively correlated with regional innovation performance.Based on the conclusion,this paper proposes policy recommendations for improving and optimizing the input of innovation elements,further stimulating the vitality of innovation subjects,promoting the connection between innovation subjects and elements,and creating and improving the innovation environment.
