Research On The Construction Of Small Characteristic Towns Based On Supply-side Structural Reform

With the gradual decline of the role of the traditional "three carriages" in pulling the economy,the development thinking of adjusting the economic structure of our country by supply-side force becomes clearer and clearer.The 19 th CPC National Congress put forward "deepening supply-side structural reform" and pointed out that improving the quality of supply system is the key goal.At the same time,Zhejiang-led small town as a new engine of economic growth also began to flourish.Characteristic town is a new carrier of industry.It can not only fully integrate the elements of resources,but also promote supply-side structural reform.It is an innovative economy adapted to the times.Therefore,it is of great significance to revitalize the economy by analyzing the main starting points of the characteristic town construction to the supply-side reform and guiding the construction and perfection of the characteristic town with the thought of supply-side reform.Based on this background,using entropy method,coordination degree model,AHP analytic hierarchy process(AHP),fuzzy comprehensive evaluation and so on,this paper quantitatively discusses the key points of small town construction under the perspective of supply-side reform,taking Jinzai Town in Liangping District of Chongqing as the study area.Firstly,the interaction mechanism between the supply-side reform and the characteristic town is discussed,and then,on the basis of combing the current situation and problems of the development of the characteristic town,the planning emphasis of the characteristic town under the perspective of the supply-side reform is analyzed.Then,the quantitative analysis method is used to calculate the matching degree between supply side and demand side in the study area;through the evaluation and analysis of comprehensive benefits,the breakthrough of improving the characteristic town is found;finally,the following conclusions are drawn:1.The characteristic town is a new aggregate formed in accordance with the times,and it also promotes the supply-side structural reform in the process of its own development.The construction of characteristic small town has the following functions to the practice of supply-side reform: first,the characteristic town is the new main body and new motive force for the supply-side reform,and it is a new growth point different from the traditional mode;Second,the characteristic small town is the attraction pole of the factor resources,which can absorb the overflow resources effectively,accumulate and integrate the elements,and realize the optimal allocation of the factors of production;Third,the characteristic towns attach importance to the creation of livable space,which can meet the needs of the residents for high quality of life;fourth,it is conducive to solving the structural problems such as industrial structure,input structure,dynamic structure,regional structure and so on,so as to realize the structural upgrading.2.From the perspective of supply-side reform,this paper analyzes the planning of small towns with characteristics,and draws the conclusion that the key points of construction of small towns with characteristics include:(1)The "characteristic" heterogeneity of the characteristic industry is remarkable,and the small town is driven by the characteristic industry;(2)Planning should be forward-looking and controllable,leaving room for elasticity to ensure long-term operation at the later stage;(3)Multi-rule combination,production,life,ecological equal emphasis,comprehensively improve the level of small town;(4)The whole people participate in the construction of small towns with characteristics,and build small towns with humanized characteristics.3.The supply-side level and the demand-side level are matched by the coordination degree model,so as to check the balance state of supply and demand.The research shows that with the implementation of small town planning,the transformation and upgrading of the small town industry,the supply side and demand side coordination degree gradually increased,and stabilized in a highly coordinated state,the development of characteristic small towns can help to promote the local supply and demand structure to achieve a balance.However,from the point of view of the actual situation of demand,the demand level has not reached the higher standard,that is,the supply level and the demand level are in balance,but the overall level is not high,and there is still more room for improvement.4.Combined with AHP analytic hierarchy process(AHP)and fuzzy comprehensive evaluation method,the score of comprehensive benefit and the score of each benefit in Jindai town are expressed quantitatively.The results show that Jindai Town is still in the stage of growth and development,and its external influence is still weak,but it has good economic driving potential.By virtue of the original advantages(high vegetation coverage)and the government's attention to forest management and protection,Jindai town has achieved better ecological benefits and reached the development goal of "ecological conservation" in northeast Chongqing.With the implementation of tourism planning,the level of infrastructure has been significantly improved in recent years,the prosperity of tourism has also created more employment opportunities,social benefits have been recognized;The villagers are easily to be content,who are lack of enterprising spirit,and the demonstration benefit is relatively low;many tourism projects in the small town are in the stage of construction,repair and popularization,the tourism industry has not yet matured,the economic benefits are not stable,and the economic benefits are relatively low at present.
