Study On The Quality Of The Retail Pharmacy Employees In Chongqing And Government Supervision

With the ongoing reform of medical and health system as well as the execution of the regulation of drug classification management,and the approval of retail pharmacy is more and more convenience.The industry of the retail pharmacy is developing rapidly at present,there are more than 450 thousands of retail pharmacy have been established national wide which become one of the main sites for citizen to buy medicine for curing minor and common diseases as well as to achieve pharmaceutical care.Recently,from the second half of 2015 to 2018,the policies of the medical reform had been issued frequently and changed frequently.In the state council’s 13 th five-year plan to deepen the reform of the medical and health system in 2016,it come up with insisting on the simultaneous reform of medical care,health insurance,and medicine.In April 2017,seven ministries including national health and family planning commission published jointly “the notice on fully implementing the comprehensive reform of the governmental hospitals”,it ensure that the governmental hospitals of the first four batch pilot cities will decrease the proportion of medicine(traditional Chinese medicine not included)down to 30% approximately at the end of 2017,the reform policies of medical care had been executing gradually,such as to abolish the situation that the governmental hospitals have to rely on the benefit from medicine,and to separate medicine sale from medical diagnostic service of hospital.All these kinds of policy will push hospital’s prescription overflow surely,the retail pharmacy has been becoming the main channels to obtain the prescriptions from hospital.Meanwhile along with the economic growth and the promotion of living level,health conscious of the public has been improved more and more stronger,the retail pharmacy will become naturally one of the main ways for the public to gain health information and relative health product.The services provided by the retail pharmacy,especially the pharmaceutical care,are focus on the goal of improving life quality,the retail pharmacy also provide the public directly with responsible service relating to the medicine.It is surely required by “The 13 th five-year Plan of National Drug Safety” as below,till the end of 2020,the major in-charge of all retail pharmacy must have the qualification of licensed pharmacist;all organizations relating medicine must use medicine properly under the guidance of the on-duty licensed pharmacist during service time.To face the factor of both policy adjustment and updating consumption concept of the public,how to improve the quality of the personnel,to further promote the management & organization of the personnel of the retail pharmacy,especially to exert the profession value of the licensed pharmacist on aspects of medication guidance,pharmaceutical care and health guidance etc,so as to ensure the public to use medicine properly,all these have become a question awaiting for being solved.Firstly,this article sorted out the difference between the requirement of relative national regulation system and actual situation being executed,then to analyze the public’s specific demand to the health and safe medication.Meanwhile the chain retail pharmacy of ChongQin S as an example,to analyze the quality structure of employee of the retail pharmacy according to the relative information obtaining both from online publishing and the proved research.Secondarily,to deep analyze the specific problems(herein below)existing both on the personnel of the retail pharmacy and in the government supervision:(1)The unmatchable problem between unrestrained expansion of the retail pharmacy and the number shortage of the licensed pharmacist;(2)Obvious difference of the quality of the personnel;(3)The certification of the professional talent exist the situation of separation of medicine as well as the lack of cooperation each other;(4)The management system against licensed pharmacist is not perfect leading inadequate supervision.Finally,on the point of view of the government management,for the obvious problems mentioned above,corresponding countermeasures and advice are came up with as below: to heighten the access requirement of the industry of retail pharmacy,to further enhance the government’s supervision,to ensure benign development of the industry of retail pharmacy;to establish the mutual evaluation system of the pharmacist,to promote the talent exchange;to train talent via multiple modes so as to develop the quality of the personnel;to perfect regulation system for normalized management of licensed pharmacist,at last the public’s demand of safe medication and health can be satisfied.
