The Research On Partner Selection Model Of Social Investors For Expressway Projects

China's economic growth is in a transitional period,and maintaining investment in infrastructure projects such as expressways is of strategic importance for promoting social and economic development.The investment in expressway construction is large and the return on investment is slow.Attracting social capital to participate in the construction can provide the lack of funds and technology for the expressway project.For the social investors involved,it is not only the investment of funds,but also the need for professional technical reserves and talent reserves.Selecting partners to participate in the PPP/BOT project is conducive to strengthening the strength,increasing the possibility of winning the bid,and also dispersing risk.Through the form of the consortium,it is possible to introduce social investors who lack the resources such as technology and management relative to the project requirements.and participate in the investment,construction and operation of the highway PPP/BOT project.Therefore,a topic is in front of us,how to choose the preferred choice of highway social investor consortium partners.This paper studies the process,indicators and method models of the leader of the social investor association of the highway BOT project.Firstly,the concept connotation of social investors,social investor consortiums and their partners is defined;social investors,social investor consortiums and their partners are classified,based on the key resources and core of social investor consortium leaders and partners.Capability analysis,in accordance with the principles of complementary resources,meeting project needs,and strategic goals of service leaders,explored various combinations of social investor consortia.Secondly,this paper puts forward the way for the leader of the expressway BOT project to choose the partner of the joint venture,including the bidding method and the non-tendering method;the bidding method includes open bidding and invitation bidding,and the non-tendering methods include negotiation and negotiation.On this basis,the general process of social investor consortium partner selection was designed,and the workflow of the joint partner selection under the bidding mode and non-bidding mode was analyzed in detail.Then,on the basis of systematically combing a large number of domestic and foreign literatures,through the expert consultation and the index screening method,the social investor association partner selection index system of the highway BOT project was constructed.According to the needs of different projects and their own goals,the leaders of the social investor consortium will generate different cooperation needs,and analyze the key indicators of the selection partners of the leaders of the highway project social investor consortium under several common cooperation demand scenarios.At the same time,based on the evaluation of common selection methods,the extension model of the social investor consortium partner selection group of the highway BOT project is established.The model determines the index weight based on the group weighting of the AHP:according to the expert The objective weights of the experts are calculated and the objective weights of the experts are calculated.The subjective weights of the experts are calculated according to the subjective weights of the experts with group negotiation characteristics.The weights of the indicators are corrected by the integrated weights of the experts.The comprehensive weight of the indicators;the fuzzy extension model is used for the comprehensive selection of the partners.Finally,combined with the case of the BOT project of the HZ expressway,the application of the social investor consortium partner selection index and model was applied,and the application results were consistent with the results of the joint partner selection in the actual project.The results show that the social investor consortium partner selection index and model constructed in this paper are effective,which provides a more effective tool and method for the selection of social investor consortium partners in the highway BOT project.
