Science And Technology Financial Policy Evolution And Enterprise Innovation Output

China's 13 th five-year plan calls for fully implementing the national strategy of innovation-driven development with the goal of building a world scientific and technological power,and giving full play to the key role of scientific and technological innovation in promoting healthy economic development.At present,Shandong province has issued a number of science and technology financial policies to encourage and promote the innovation output of enterprises,especially science and technology enterprises,high-tech enterprises.It is worth studying the aspects from which the science and technology financial policy promotes the innovation output of enterprises and whether the science and technology financial policy really promotes the innovation output of enterprises.But at present domestic few literature about the relationship between the empirical research,the discussion of the financial policy of science and technology are mostly limited to the macroscopic analysis and qualitative description.So this article start from the Angle of financial policy of science and technology,this paper quantitatively from 2006 to 2019 in Shandong province science and technology financial policy text analysis,secondly,based on 65 listed high-tech enterprises in Shandong province from 2006 to 2019,the innovation of the output data,the empirical test whether financial policy of science and technology to promote the enterprise's innovation output.Finally,the current situation of science and technology of Shandong province financial policy support enterprise innovation output,and evaluation of policy implementation effect,and puts forward Suggestions on the improvement of financial policy of science and technology.There are seven chapters in total.The first chapter is the introduction.This paper mainly introduces the background of topic selection,research significance,research methods and so on,draws a technical roadmap,and finally puts forward the innovation and shortcomings of this paper.The second chapter is literature review and theoretical analysis.Through consulting data,define the financial,science and technology policy of science and technology and the concept of enterprise innovation output,and summarized respectively summarizes the domestic and foreign existing analysis about financial policy of science and technology evolution,science and technology evaluation of the financial policy,enterprise innovation output factors,science and technology financial policy impact on enterprise innovation output relationship of the four aspectsof research,and then make a brief comment to have read literature.Based on the theory of innovation,economic growth,financial development and institutional change to theoretical analysis.The third chapter is the analysis of the evolution of science and technology finance policy in Shandong province.This paper analyzes the evolution trend of science and technology finance policy in Shandong province from the perspectives of promulgation subject,policy type,literature type and key words.Chapter four is the status quo of enterprise innovation and development.First this paper introduces the present situation in Shandong province and the development of our country enterprise innovation,from two aspects of innovation input and output analysis,the results showed that: from 2006 to 2018,enterprise innovation,great progress has been made in Shandong province in the aspect of innovation input and output are greatly improved,but compared with the innovative development of our country,found that input and output of China's overall proportion is low,especially the patent authorization has declined each year accounted for the proportion of patent license in China.The fifth chapter is the correlation analysis of policy evolution and enterprise innovation output.Firstly,the financial policy of science and technology and innovation output variables,secondly introduces the empirical research method,grey correlation analysis method,and then select 65 listed high-tech enterprises data from 2006 to 2019 as research samples,empirical analysis with the method of grey correlation analysis,finally it is concluded that:(1)all kinds of financial policy of science and technology have different degrees of influence on enterprise innovation output;(2)various types of science and technology financial policies are positively correlated with the innovation output of enterprises;(3)each policy promulgation subject has a significant impact on the overall innovation output of enterprises.The sixth chapter is the investigation and analysis of innovation output of enterprises supported by policy.A questionnaire survey of 64 enterprises in Shandong province was conducted to analyze the specific status of the innovation output of enterprises supported by the government and the financial policies of science and technology issued by the government,and then relevant conclusions were drawn.The seven chapter is the conclusion and suggestion.Summarizes the research of the whole paper,and puts forward corresponding countermeasures and Suggestions according to the conclusion,hoping to bring some inspiration for the development of science and technology finance policy and enterprise innovation in Shandong province.In this paper,the research make up for the deficiency of the previous financialscience and technology policy research,quantitative analysis of the financial policy on the development of the science and technology,the empirical science and technology,different financial policy effect on enterprise innovation output,points out that the current support for enterprise innovation output of the development of science and technology in Shandong province financial policy system deficiencies,issued financial policy of science and technology provides a new reference for the government perspective.
