Research On Enshi Rural Commercial Bank's Financial Precision Poverty Alleviation Credit Policy Implementation

Precise poverty alleviation in ethnic areas is a difficult “hard bone” in the national strategy of targeted poverty alleviation.Financial poverty reduction is an important part of targeted poverty reduction.Financial poverty alleviation in ethnic areas is the "effective pusher" for the national targeted poverty reduction strategy to succeed in ethnic areas.Financial precision poverty alleviation credit policy is a direct means of financial poverty alleviation and plays an "important role" in the process of precision poverty alleviation in ethnic regions.Enshi Prefecture is the youngest autonomous prefecture in China and the only minority autonomous prefecture in Hubei Province.There are 29 ethnic groups such as Tujia,Miao,and Dai in Enshi.Ethnic minority population accounts for 54% of the total population.It is a typical ethnic region.Enshi Prefecture has made great contributions to the implementation of the financial precision poverty alleviation credit policy.Enshi Rural Commercial Bank has the necessary conditions such as the largest number of outlets,the widest radiation range,and the strongest credit strength in Enshi,and has become the "main force" of financial precision poverty alleviation in Enshi.This article uses the research object of Enshi agricultural business behavior,based on literature research,case analysis and other methods,using Marxist anti-poverty theory,Chinese Communist Party anti-poverty theory,and socialist "three rural" theory with Chinese characteristics to explore the specific implementation of financial precision poverty alleviation credit policies.In the process,Enshi Agricultural Commercial Bank has achieved significant results by issuing poverty alleviation loans and establishing financial poverty alleviation workstations.It has also seen inadequate implementation of credit policies,higher risks of financial precision poverty alleviation of credit fund recovery,and comprehensive financial poverty alleviation services.Issues such as improvement have been caused by inadequate internal control mechanisms,incomplete adoption of information and data,lagging infrastructure development,and loss of credit personnel at the grass-roots level.Therefore,it is necessary to promote the implementation of the financial precision poverty alleviation credit policy in the minority areas from five aspects: improving the financial precision poverty alleviation supporting policy system,strengthening the credit reporting mechanism,improving the comprehensive financial precision poverty alleviation comprehensive service level,strengthening the rural credit team construction,and improving financial reform.The full text consists of four chapters.The first chapter mainly introduces the definition of the relevant concepts and theoretical basis of the financial precision poverty alleviation credit policy.The second chapter mainly describes the implementation and effectiveness of Enshi Agricultural Commercial Bank's financial precision poverty alleviation credit policy.The third chapter mainly analyzes the problems and reasons of Enshi Rural Commercial Bank's implementation of the financial precision poverty alleviation credit policy.The fourth chapter mainly expounds the improvement countermeasures of Enshi Agricultural Commercial Bank's implementation of the financial precision poverty alleviation credit policy.
