As a government-led project to improve rural production,living conditions and optimize the rural ecological environment,land consolidation can not only adjust the land use structure,improve the quantity and quality of cultivated land,promote rural production and income,but also help to coordinate urban and rural development,bridge the gap between urban and rural areas.It is of great significance for promoting the overall construction of a well-off society.Intuitively,land consolidation can increase the number of cultivated land,the quality of cultivated land,the conditions of land use and meet the needs of agricultural production for infrastructure;In the long run,land consolidation can improve land production capacity,promote agricultural modernization and improve the economic,social,ecological benefits of regional land use.It also can ensure national food security.With the improvement of living standards,people's spiritual pursuit of a better life is also growing.The ecological benefits brought by the implementation of land consolidation projects are more and more concerned by people.In this paper,60 typical land consolidation projects in Jinan City from 2010 to 2016 are selected as examples.The implementation of the land leveling project,the field road project,the farmland water conservancy project,and the ecological protection project are selected as the starting point of the ecological performance.The slope reduction rate,the patch average area increase rate,the cultivated land connectivity increase rate,the landscape fragmentation reduction rate,the landscape fractal dimension reduction rate,the new road hardening rate,the field road network density increasing rate,the ditch density increasing rate,the new and improved farmland waterlogging prevention rate,the biological abundance increasing rate,the vegetation coverage increasing rate,the shelterbelt network density increasing rate are selected as 12 evaluation indexes to establish the evaluation index system.The AHP and entropy weight method are used to calculate the weight of each evaluation index.The TOPSIS evaluation model is brought to evaluate the ecological performance of Jinan land consolidation projects.The evaluation results are as follows:(1)From 2010 to 2016,the overall ecological performance evaluation value of 60 typical land consolidation projects in Jinan is 0.4186,and the ecological performance grade is good.Among them,42 have reached good level,18 have reached general level,and the evaluation value of ecological performance is between 0.2794~0.5911.The overall ecological performance of land consolidation project is good.The ecological performance of Shanghe County,Pingyin County,Shizhong District,Licheng District,Tianqiao District,Changqing District and other counties and districts have reached a good level,while the ecological performance of Jiyang district and Zhangqiu district is average.(2)The ecological performance of land leveling project > the ecological performance of ecological protection project > the ecological performance of field road project > the ecological performance of farmland water conservancy project.The ecological performance evaluation score of each project is between 0.3205~0.5393.The ecological performance of land leveling project have reached a good level.The ecological performance of the ecological protection project,the field road project and the farmland water conservancy project are all of general level.Among the evaluation indexes,the landscape fractal dimension reduction rate,the slope reduction rate,the landscape fragmentation reduction rate,the cultivated land connectivity improvement rate,the patch average area increase rate,the shelterbelt network density improvement rate and other indexes have reached good grades,the vegetation coverage improvement rate,the new and improved farmland waterlogging prevention rate,the new road hardening rate,the field road network density improvement rate,the biological abundance improvement rate and the ditch density increase rate are general grades.(3)The results of the ecological performance evaluation of the implementation of the land consolidation projects reflect that the implementation of the current land consolidation projects will still have a certain negative impact on the ecological environment.In the follow-up consolidation process,we can increase the ecological suitability of the project construction.In addition,we can reduce the spatial difference of ecological performance of each county.We can also increase the diversity of landscape,strengthen the construction of ecological corridor and other measures to improve the impact of the implementation of land consolidation projects on the ecological environment.In conclusion,this paper realizes the evaluation of the ecological performance of the implementation of Jinan land consolidation projects.At the same time,it analyzes the impacts of various consolidation projects on the local ecological environment in the implementation process,and also puts forward improvement suggestions for the evaluation results,which can provide reference for the future improvement of land consolidation in Jinan.
