Research On The Pension Security Of Landless Farmers Under The Background Of New Urbanization

Since the 21st century,great progress has been made in the level of urbanization in China.With the persistent adjustment of economic structure,urbanization has entered into a period of deep transformation.The further promotion of new urbanization is the need of the times and the necessity of history.But at the same time,the continuous urban expansion makes the number of landless farmers increase rapidly.With the impact of the original rural pattern and the continuous loss of land,a series of social problems related to landless farmers have emerged one after another.Land is the basis for farmers to live in.Once the land was expropriated,those farmers would lose the most fundamental production method and the most important source of living.Meanwhile,the city would become their only destination.Under the background of new urbanization,we should implement the people-oriented development idea and promote the coordinated development of the region.However,due to the restriction of the long existing dual economic structures in urban and rural areas,landless farmers cannot be treated equally with the citizens in terms of household registration status,social security,etc.Nevertheless,it is difficult for them to integrate into the city,resulting in a serious decline in life quality and the increasingly prominent plight of old-age care.In 2020,the number of landless farmers in China is estimated to break through 100 million.Whether the problem of landless farmers' pension can be solved effectively is directly related to the prosperity of the country,the stability of the society,and the revitalization of the countryside.It also puts forward more urgent requirements for the construction of landless farmers' Pension Security system.Based on the actual needs of the old-age care for the landless farmers,this paper discusses a large number of documents and policies and defines the relevant concepts.Moreover,this paper analyzes the main existing problems in the old-age care of the landless farmers by applying the theory of social equity,landtax theory,and the theory of sustainable livelihood.From the three aspects of the rural land requisition system,the security system for landless farmers,and the ideology values of the landless farmers,this paper explains the reasons behind the problems in detail and then raises specific countermeasures such as optimizing the compensation system forland acquisition,improving the operation system of the endowment insurance,and polishing the relevant supporting policies.Under the strategic background of fully promoting new urbanization and rural revitalization,combining the pension security with the problem of landless farmers,this paper considers the solutions to the pension security dilemma of landless farmers in the construction of new urbanization in multiple dimensions via comparing and commenting on the typical mode in some areas of China.The goal is to explore the new pension security pattern for landless farmers consistent with the basic status quo in China and to specify the development path and direction of breakthrough.What is expected is to bridge the defects and deficiencies of the current pension security system,improve the quality of urbanization and relieve the landless farmers' worries.
