Public rental housing is not only an important means of solving thelow-income group housing problems and overcoming the field of housing marketfailure, but also a strong measure of regulating the rental housing market andreducing the price of house by macro-control housing market. The development ofpublic rental housing will improve housing supply and security system,realizeeffective convergence between the housing market and housing security,promotetalent import,maintain social stability and equity and build a harmonious society.Public rental housing just comes into being in China and in this aspect not manyresearches are conducted. This study hopes to give enlightenment to government’splanning and policy-making in Public rental housing and also to its development andthe study of its effects so that more middle and low-income families could getbenefits from it by doing a qualitative analysis of public rental housing.In this paper, the effects of public rental housing policies are studied from theperspective of the evaluation of public policy, selecting representative cities in thedomestic as assessed object to evaluate accomplishment of policy goals and theoccupancy rate of the policy target groups, found that public rental housingconstruction in China still exists some problems,for example: low occupancy rate,inadequate supply of public rental housing, insufficient funding and unfairdistribution. In order to solve these problems,we analysis cause from three aspect——policy itself,the process of policy implementation and policy environment,andby reference to the advanced experience of foreign countries,draw some usefulsuggestions to enhance the effect of public rental housing policy. First, improving thepublic rental housing policy, including strict access-exit system and reasonable rentstandards; Second, overcoming the obstacles in the process of policy implementation,including the establishment of local government incentives and the accountabilitysystem and perfect the supervision and management mechanism; Third, creating afavorable policy environment for public rental housing, including improvement ofrelevant laws and broaden the financing channels. A conclusion is drawn that on current stage, it’s necessary to actively conductthe policy of public rental housing. The recommendations of this paper will help toeffectively enhance the effect of public rental housing policy, thus provide areference for the government to solve the majority of low-income housing difficultproblem, promote the realization of the establishment of a harmonious society andsocial equity. The research finding including: first, formed a logical system of publicrental housing policy and clarified the basic connotation of public rental housing,basic characteristics, operation mode, etc. Second, a full range of policy impactassessment of existing public rental housing policy, and reached its problems. Third,formed probing policy recommendations, exploring the path suited to Chinasdevelopment of public rental housing and promoting long-term stable andcoordinated development of China s public rental housing. The innovation of thispaper is that in terms of local government incentives, oriented to the policy of self-enforcement mechanisms, by means of government subsidies, proposed motivatelocal governments active in the implementation of public rental housing policyresponses, which is a innovative point.
