At present,our country is in the decisive stage of building a well-off society in an all-round way,and socialism with Chinese characteristics has entered a critical period of the new era.In this era,the development of urbanization in China has entered the second half,interwoven with informationization,industrialization,and globalization.Urbanization emphasizes people-oriented.In view of this,this article explores the optimization and improvement of the social security system from the perspective of promoting the development of population urbanization.Theoretically,public goods theory,fiscal decentralization theory,population mobility theory and urbanization theory are the theoretical foundations of this article.In turn,it analyzes the division of supply and demand of social security,analyzes the division of power and expenditure responsibility of social security,and analyzes the impact of population migration.Factors,analyze the background of the times,and find the meeting point of urbanization and social securityFor a long time,the development of China's urbanization and the social security system have been incomplete and uneven.In terms of urbanization,there is a "scissor gap" between the urbanization rate of the resident population and the urbanization rate of the registered population.The floating population is restricted by the household registration system and there is a temporary return to the country.Specific to the level of urbanization in the region,the level of urbanization in the eastern region is much higher than that in the central and western regions,with regional imbalances.In terms of social security,there is a large gap between urban and rural social security in China,which is far from the goal of urban-rural integration;social security expenditure accounts for a small proportion of public financial expenditure,and the internal project structure of social security is unreasonable;decentralization of social security expenditures The degree is higher,and the burden on local governments is heavier.In this paper,through mediating effect test,Theil index test,and Spatial Dubin Model analysis,we know that there are spatial clustering and spillover effects in China's population urbanization;total urban social security input ratio,urban and rural residents' per capita social security expenditure ratio,and social security expenditure structure account Ratio,the proportion of retirement expenses of administrative institutions is negatively related to population urbanization;the difference between the growth rate of urban and rural social security expenditures,the minimum living security ratio of urban and rural residents,and the proportion of local per capita social security expenditures is positively related to population urbanization;social security The proportion of expenditure structure and the proportion of urban and rural residents' minimum living security have a positive space spillover effect.The total social security input ratio and the proportion of local per capita social security expenditure have a negative space spillover effect.Through analysis and demonstration,from the perspective of promoting the development of urbanization,policy suggestions for optimizing social security are proposed.First,optimize the spatial pattern of population urbanization,promote coordinated regional development,and improve the quality of urbanization.Secondly,optimize the specific content of social security,reduce urban-rural and regional differences in the social security system,reduce the gap between total investment and per capita input of social security in urban and rural areas,reduce the proportion of retirement expenses for administrative institutions,and improve the minimum living security for urban and rural residents Level.Finally,optimize the spatial effect of social security,strengthen the positive spatial spillover effect of social security,and weaken the negative spatial spillover effect of social security.
