Researchers find difficulties in facing the problems of increment:Pastoral backward infrastructure, shortage of power and water, high grass transporting fees; Different qualities between the pastures contracted by the herdsmen; lower income herdsmen who lack of capacity to build pasture shows decentralized management limitations; Poor condition of livestock-market cannot provide symmetry price and timely information; inefficient medium of circulation lead pastoral livestock production not in time to sell; Also the disorderly competition of pastoral livestock production with increasing pressure of market competition. Development strategies are as follow:First, at the premise of protecting pure cashmere of the white goats, increase per household’s output of cashmere; Second, optimize household’s producing structure; Third, develop different regional characteristics of managing, and household in the desert should increase the quantity of feeding camels appropriately; Fourth, enhance the prairie subsidy policy especially to the herdsmen who live in an area where poisonous plants grow, lots of saline-alkali soil and full of desert; Fifth, stabilize price of animal by-products on market, and resolve unsalable phenomenon of livestock and production.
