At present,the progress of science and technology and the industrial revolution are rapidly spreading.After the emergence of the "Internet +" technology model,the Internet and traditional industries have been continuously integrated and developed in depth,which has established favorable external conditions for China's industrial transformation,and has become a new opportunity for economic development,giving birth to the development of shared economy.The successful practice of sharing automobiles abroad has provided us with a good reference for how to operate them.Now,some domestic enterprises are starting to operate their own business model of shared economy,such as sharing bicycles and so on,and have also achieved good results.Nowadays,the number of middle class is increasing,and the desire to buy automobiles is stronger.Driving automobiles is not only the embodiment of identity,but also the need to travel.However,while fuel vehicles bring convenience to people,they also cause many social problems,such as vehicle exhaust pollution,urban traffic congestion,crude oil consumption,random parking and other social problems.Shared electric vehicles(EVs)have solved some problems in urban public transport,such as difficulties in renting cars,drivers provided by taxpayers and high cost of using them through commercial operation and Internet technology.Therefore,the sharing of electric vehicles has been accepted by the general public,which not only increases the vehicle resources,but also improves the road capacity,alleviates the difficulty of taxi to a certain extent,and reduces the people's desire to buy cars.On the other hand,all the qualified drivers are operating on the access platform,and the number of users is increasing,which exposes some problems such as unclear responsibility of the main body of sharing vehicle platform,occupying road resources,information security risk,affecting the normal operation of other industries,random parking and so on,without supervision and many other problems.At present,opportunities and challenges coexist in this industry.The Internet is promoting the development of this industry in a new way.However,there are still some inadequate aspects in government management,such as lack of system,inadequate supervision and so on,which need our careful research.Starting with the theory of social governance,using the methods of literature research and comparative analysis,and combining with my actual work practice,this paper analyses the present situation of supervision in Tianjin,studies the current problems of supervision and governance,expounds the deficiencies and reasons existing in the supervision process of Tianjin transportation management department,and puts forward some suggestions from clarifying the main responsibility and adding.Specific analysis of strong source management and other aspects.I study how to rationally develop and effectively supervise the shared electric vehicles,how the government uses public management means to help share the rational operation of electric vehicles,how to define the responsibilities of the government,and finally put forward effective ways and means for the government to scientifically fulfill its own responsibilities.Taking Tianjin Shared Electric Vehicle Supervision as an example,this paper conducts in-depth research,guides the healthy and orderly development of the industry,fully mobilizes social resources,and improves the contradiction between supply and demand of Tianjin road traffic.This paper holds that in order to achieve the ultimate goal of social governance,it is necessary to conduct in-depth research on the development and status quo of shared electric vehicles,and put forward corresponding opinions and suggestions on the basis of grasping the basic social reality,so as to provide reference for green travel and urban traffic management.
