Scientific And Technological Support And Policy Research On Enhancement Of Endogenous Development Motivation In Poverty-stricken Agricultural Counties In Heilongjiang Province

Poverty,as an important livelihood issue,affects all aspects of national development.In order to achieve the goal of building a well-off society in an all-round way in 2020,China's poverty alleviation work is in full swing all over the country.In the process of poverty alleviation,many poverty-stricken families who have already been lifted out of poverty return to poverty,which makes the implementation of the strategy of well-off society for all bogged down,In order to get rid of poverty and become rich,in addition to the guarantee of government policies,the implementation of resources,and the practical actions of relevant departments,it is also urgent to properly deal with the production mode and land use rate in poverty-stricken areas.Therefore,starting from the endogenous power of the poor and the poor areas,this paper studies the investment of scientific and technological resources and the formulation of relevant policies,so as to improve the endogenous power of the poor counties.The paper is divided into three parts: the first part is the development background,achievements and problems of poverty-stricken agricultural counties in Hei Long Jiang Province;the second part is to explore how to improve the endogenous power to support the development of poverty alleviation,and to ensure the sustainable and healthy development after poverty alleviation;the third part is to study how to improve the endogenous development from the scientific and technological factors Give practical countermeasures.Through the analysis of the role of science and technology and relevant policies in the poverty alleviation work in Hei Long Jiang Province in promoting the endogenous power in the rural poor counties and relevant examples,it shows that the endogenous power can start from the perspective of the poverty alleviation main body,production factors and industrial chain,and from the perspective of poverty alleviation and intellectual support,provide good industrial technology training and relevant scientific and technological guidance,People in poverty-stricken areas should be liberated to accept the idea of poverty alleviation passively and actively mobilize their subjectiveinitiative,so that they can widely participate in many aspects of poverty alleviation work,and at the same time integrate poverty alleviation through science and technology into poverty alleviation through industry to make it play a role.The improvement of resource allocation and industrial chain all need the support of advanced science and technology and the implementation of relevant policies.Under the background that science and technology are the first development force,if we want to win the battle against poverty,we must rely on the innovation and development of agricultural science and technology,and we must keep up with the policy incentives,such as encouraging the development of agricultural industrial parks,attracting capital investment to build a platform for cooperation between agricultural production and internet science and technology,developing and building a diversified agricultural industry,improving the processing,packaging and publicity of agricultural products,A complete industrial chain,such as marketing,promotes the deep integration of industries in the development of agricultural production,and provides a continuous power for the poverty alleviation work in Hei Long Jiang Province.
