In 2020,the Central Document No.1 launched the call for building a moderately prosperous society in an all-round way and winning the battle against poverty in an all round way.It demanded that we should make up the short board in the field of agriculture,rural areas and farmers,and solve the problem of land use for rural development.Rural homestead is an important part of collective construction land in our country,which is the place where farmers live.Its management involves a wide range of areas and has complex interests.Its management effect is directly related to the stability of society and the sustainable and healthy development of economic society.Since the reform and opening up 40 years ago,China's rural economic development and Environmental Outlook have undergone tremendous changes.The socio-economic environment of rural homestead management is quite different from that of the past.Especially in the market economy,the migration of rural labor force is increasing,the overall planning of urban and rural areas is advancing rapidly,and the needs of farmers to improve housing conditions are increasing The management system of rural homestead has gradually exposed many drawbacks and problems.The current laws and regulations,management system,etc.are seriously not suitable for the needs of the current rural land management,and gradually show that they are not suitable for the actual development of marketization and urban-rural integration,which is difficult to effectively guarantee the reasonable land use needs of rural villagers,and fail to realize the saving and intensive rural land management The rural homestead management has become one of the weak links in the current rural land management.Strengthening and improving the rural homestead management is the inevitable choice to adapt to the new era of rural economic and social development.Taking Wulong District of Chongqing as an example,this paper studies the management of rural homestead in Wulong District of Chongqing with five chapters.The first part introduces the background of the topic,the purpose and significance of the research,and expounds the research content,research methods and technical routes;the second part analyzes the basic concept,theoretical basis and relevant management system of rural homestead;the third part introduces the situation of rural homestead in Wulong district through specific data,and shows the total scale of land use and per capita land use in detail The area and its change,the spatial distribution and vacancy of homestead objectively describe the management of rural homestead in Wulong district.The fourth part discusses the problems in the legal consciousness of farmers,village planning,post approval supervision and illegal land use investigation and treatment,and finds out the main reasons for the problems are imperfect legal system,unreasonable approval procedures,unscientific village planning,unreasonable management system and mechanism,etc.The fifth part is to put forward the relevant countermeasures after the research and analysis,from improving the relevant laws and regulations of rural homestead,it is suggested to issue the administrative regulations of rural homestead management law;constantly simplify and optimize the approval procedures of rural homestead,reform the approval methods of homestead construction land,and try to carry out the approval mode of "building before approval";scientifically formulate village planning,strengthen the supervision and management of village planning Control;take a variety of publicity methods to improve the legal awareness of the whole people's land;rationalize the management system in time,improve the management institutions;increase the crackdown on illegal building activities,etc.to strengthen and improve the management of rural residential land in Wulong district.
