Tourism Poverty Alleviation is a highly effective and hematopoietic poverty alleviation model which focuses on the benefit and development of the poor population and plays an important role in the process of Chinese poverty alleviation.At present,more and more scholars begin to carry out research in the field of tourism poverty alleviation,among which the research on the evaluation of the effect of tourism poverty alleviation is still in its primary stage,the scientific evaluation of the effect of tourism poverty alleviation will help us to grasp the progress,achievements and problems of tourism poverty alleviation,the index selection and the construction of the evaluation system can also provide a reference measurement model and evaluation method for the tourism poverty alleviation in different regions.As a typical poverty-stricken area of ethnic minorities in the west of China,the rural areas in Tongren have deep poverty levels and great difficulties in poverty alleviation,with rich natural and cultural tourism resources,in recent years,tourism poverty alleviation has gradually become the dominant mode of poverty alleviation in rural areas of Tongren.In this paper,the rural area of Tongren is taken as the research object,based on the literature of tourism poverty alleviation,stakeholder theory and empowerment theory,following the concrete flow of Evidence-based practice,using the End Note and Cite Space tools to extract the index content,and determining by Analytic Hierarchy Process and Entropy method to combine weight of evaluation system,this paper constructs an evaluation system of the implementation effect of poverty alleviation by tourism in Tongren rural areas,which includes five dimensions of economy,society,culture,policy and ecology,a questionnaire was designed and a field survey was carried out.Finally,the effect of poverty alleviation by tourism in rural areas of Tongren was measured and evaluated by the Fuzzy and comprehensive evaluation method.The results show that the overall effect of poverty alleviation by tourism in the rural areas ofTongren is in the general level,and the economic effect of poverty alleviation by tourism is the most obvious,followed by the policy effect,social effect,cultural effect and ecological effect;At present,the tourism development is relatively large-scale and organized,the rural area of Tongren is in the transition stage from the life cycle participation to the development stage,the perception of economic effect is more obvious than that of cultural and ecological effect;Problems are(1)economic level: tourism poverty reduction effects of tourism industrial development,investment and other aspects are not significant and problems of widening gap between the rich and the poor and increased cost of living exists;(2)social level: tourism poverty alleviation effects of social security,service training,poor personal physical and mental health and other aspects are not significant;(3)policy level: tourism poverty alleviation effects of policy understanding participation,feedback and other aspects are not significant;(4)cultural and ecological levels: problems of shallow cognition of negative effects and consciousness of prevention exists;As the problems found,corresponding strategies and suggestions are put forward(1)to consolidate the mutually beneficial and win-win relationship among the stakeholders of tourism poverty alleviation;(2)to establish the Tongren Rural Responsible Tourism Committee;(3)to establish early warning and emergency mechanism to respond to emergencies.
