| Founding of the United Nations,it had pointed out that the elimination poverty is an important issue to be solved,but the poverty problem is still serious.In recent years,along with the rapid development and progress of our society,the tourism industry has made great progress,which directly affects the development of the poor areas and the poor.It played a crucial role in reduce poverty.It can be seen that tourism-oriented poverty alleviation has become a new and effective way.Many scholars had studied it,however,it is still in the initial stage of the scientific evaluation of the effect,especially the study of the ethnic areas is more obvious.Therefore,it is necessary and urgent to evaluate the effect of tourism-oriented poverty alleviation in ethnic areas and provide reference models and methods for the relevant departments.This paper chooses Gannan as the object of study,which collects "ethnicity,poverty,richness of tourism resources".Based on the theory of: poverty and anti-poverty,tourism-oriented poverty alleviation,sustainable tourism.By the method of combine qualitative and quantitative and through the research ideas of background study,theoretical elaboration,model building,case studies,results analysis and put forward suggestions.Then makes an in-depth and more comprehensive analysis for the effect of tourism-oriented poverty alleviation of Gannan in2006-2015.In this paper,based on the systematic review of the relevant literature,practice and some theories,follow the principles of comprehensiveness and typicality,consistency of objectives and scientific practicality.Combined with the situation of Gannan minority areas and based on AHP-Entropy method,constructed the index system with four dimensions of economic development,social progress,environmental protection and culture enriching.Then determine the indexes weights of subjective and objective,and in order to overcome the drawbacks of the two methods and to ensure the weight of index is scientific,this paper calculated the combination of subjective and objective weight of each index.Then this paper uses the comprehensive index evaluation method to achieve a comprehensive measure of the effect,and analyzed the results from four aspects.Through measure and evaluate the effect of tourism-oriented poverty alleviation of Gannan,scientifically measured what has been achieved,at the same time,it also analyzed and diagnosed the shortcomings and problems in its implementation.Finally,in order to optimize the effect and also for improve the degree of the coordination,this paper proposed some optimizing suggestions.Based on the above study,the main achievements are as follows:First,based on the previous studies,combined with Gannan's reality,this paper constructed a more comprehensive and specific index system for measure the effect of tourism-oriented poverty alleviation;Second,in this paper,AHP-Entropy method is applied in the evaluation oftourism-oriented poverty alleviation effect for the first time,and calculated the combination of subjective and objective weight of each index to ensure it more scientific;Third,this paper established a comprehensive measurement model of tourism-oriented poverty alleviation effect,and adopt this model completed to measure and evaluate the effect of tourism-oriented poverty alleviation of Gannan;Forth,in this paper,the coordination degree model has applied to the evaluation system of tourism-oriented poverty alleviation effect for the first time;Fifth,this paper through analyzes and evaluates the effect of tourism-oriented poverty alleviation in Gannan of2006-2015 years,it found that: The trend of the effect of tourism-oriented poverty alleviation of Gannan is well,showing a rapid rise year by year.And four kinds of effect also showed an increasing trend.But in recent years,the score of four effects and the increases are not keep in balance.It lead to the coordination degree of the effect appeared downward trend.Finally,based the whole results,for optimize effect and improve the coordination degree,this paper puts forward the following policy advice: Adhere to the strategic guidance for enhance the comprehensive effect of tourism-oriented poverty alleviation of Gannan;Strengthen the tourism-oriented poverty alleviation and social security management for enhance social progress effect;Strengthen the concept of sustainable development for enhance the ecological and environmental effect;Improve the integration of tourism and cultural industries for enhance the spiritual and cultural effect;Change the development way of tourism-oriented poverty alleviation for enhance the coordination degree of the effect of tourism-oriented poverty alleviation of Gannan.The results of this study have important reference significance for the further research of the effect of tourism-oriented poverty alleviation in Gannan and other ethnic areas,and to a certain extent,it can provide the model and evaluation method reference for scientific evaluate the tourism-oriented poverty alleviation effect for the relevant departments in ethnic areas.It is of great value to promote the tourism-oriented poverty alleviation work in ethnic areas. |
