Research On Evaluation Of Service Innovation Capability Of Science And Technology Service Industry Based On The Improved CRITIC-VIKOR Method

With the transformation of traditional service industry and the rapid development of science and technology,science and technology service industry is becoming one of the most active industries that actively promote the transformation and upgrading of traditional industries and the development of the whole chain of global innovation and entrepreneurship.Faced with the double superposition of innovation globalization and service economy era,productivity is the ultimate goal under the service market economy.Service innovation helps the science and technology service industry to improve service quality and service efficiency.The evaluation of the service innovation capability of the science and technology service industry is the key to the reasonable and rapid development of the science and technology service industry.A country’s international competitiveness depends on the quality of its service economy.Only when China realizes the importance of service innovation can it realize the transformation from "made in China" to "created in China" and "service in China".Therefore,we should actively deploy the industrial development strategy and take "service innovation" as the core to drive the development of science and technology service industry and its surrounding industries.This is a key measure to adapt to the globalization of innovation and the era of service economy.Based on the industrial value chain of modern service industry and the three-helix structure framework of the innovation system of science and technology,this paper puts forward the service-oriented technology innovation system of science and technology service industry.As the theoretical basis to choose the service innovation industry development potential,service innovation resource input capability,service innovation creation capability as the evaluation index system of service innovation capability of science and technology service industry.The improved CRITIC-VIKOR method is used to comprehensively evaluate the service innovation capability of the science and technology service industry.According to the empirical research,the service innovation capability in four economic regions is significantly different,among which the service innovation capability of the eastern region is the strongest and leads by a large margin,while the service innovation capability of the western region is the worst and stagnates.The state should actively implement the strategic decisions of “new leap-forward in the east”,“revitalization in the northeast”,“rise of the central part” and “development of the west”,narrow the gap in service and innovation capacity among different regions and promote balanced development of regional economy.
