Research On Existing Dilemma And Influencing Factors Of Enterprise Annuity In Hebei Province

Population aging has become a worldwide social problem.Since China entered the aging society in the early 21 st century,the rate of aging has continued to accelerate.Hebei Province has entered an aging society since 2000."China Social Insurance Development Annual Report 2017" Shows that,if measures are not taken actively,the state of nonpayment of pensions in Hebei Province will continue to deteriorate.China encourages the development of multi-level pension security methods,encourages,guides,and promotes the development of enterprise annuities.Under this background,the enterprise annuity system in Hebei Province has developed rapidly and achieved good results.After more than ten years of development of the enterprise annuity system in Hebei Province,the growth rate of enterprise annuity enterprise participation and the growth rate of enterprise annuity assets have basically shown an increasing trend year by year,but some problems have also arisen during the development process,such as enterprise annuity operating rules,the coverage of enterprise annuity enterprises is relatively narrow,the participation rate of employees is relatively low,the level of enterprise annuity assets in Hebei's economic aggregate is relatively low,and the investment return rate is not optimistic.This article mainly studies the following issues: the current situation of the development of enterprise annuities in Hebei province,the problems of the development of enterprise annuities in Hebei province,and the influencing factors affecting the development of enterprise annuities in Hebei province.Suggestions for the development of enterprise annuities.The research method uses a combination of literature and empirical research.Based on the research results of previous scholars,combining the actual situation of the development of enterprise annuities in Hebei Province,7 quantifiable influencing factors in Hebei Province from 2009 to 2018 were selected.Through gray correlation The model analysis shows that quantifiable factors have different degrees of influence on the development of enterprise annuities in Hebei Province,from large to small: economic development level,employee payment capacity,capital market development level,sensitivity to tax incentives,population ageing The level of development,the level of basic pension security development,and the level of urban employment.Therefore,the countermeasures and suggestions for promoting the development of enterprise annuities in Hebei province are further proposed,mainly in the following three aspects: first,step up efforts to promote economic development in Hebei province and optimize the upgrading of traditional industries;second,encourage innovation to enhance the competitiveness of enterprises and enhance the benefits of enterprises,At the same time,it will provide targeted support to the development of enterprise annuity plans for small and medium-sized enterprises,and increase the promotion of the enterprise annuity system.Finally,improve the construction of the enterprise annuity system in Hebei Province,increase tax incentives,and relax restrictions on investment proportions.
