With the end of the Golden age of real estate construction market,the domestic architectural design industry has entered a period of strategic transformation.The architectural design market has opportunities and challenges.H design institute is a state-owned design institute with a long history.In the past 30 years of development,the company has undergone the reform of state-owned enterprises for many times,and gradually developed from a small team into a large-scale design institute with more than 300 technicians.However,as the growth rate of the construction industry is slowing down and the domestic competition is becoming increasingly fierce,H design institute is becoming more and more incompetent.For several years,problems have occurred,such as rising turnover rate of key staff,declining market competitiveness and declining performance.The traditional state-owned enterprise management mode and technical staff incentive mode of H design institute have become one of the factors hindering its current development.As a design institute,talent is the most important resource,and technical personnel is the core human resources.Therefore,it is an important and urgent practical problem for H design institute to develop a more humanized incentive mode for technical personnel.In this paper,the present situation,problems and reasons of H design are analysed by research methods of questionnaire and data analysis.The problems are poor technical personnel salary incentive effect,insufficient technical personnel promotion space incentive,unreasonable performance evaluation,inadequate innovation incentives work environment.The reasons are inappropriate salary system without performance factors,inappropriate promotion pattern without the characteristics of employees,weak interaction of performance indicators,unscientific evaluation target,insufficient incentive culture and atmosphere.Based on this,from the perspective of incentive environment,organization,team and individual,this paper designs incentive optimization scheme for technical personnel from aspects of salary,job promotion,performance appraisal,and innovative working environment.And this paper defines the implementation measures and resource guarantee for incentive scheme optimization.The research not only provides guidance and strategic suggestions for effective incentive of technical personnel of H design institute,but also has certain reference value for other similar enterprises and design industry.
