Innovation is the first driving force for development.In the new round of scientific and technological revolution and industrial transformation,improving independent innovation capabilities in key areas,accelerating the development of core technologies with independent intellectual property rights and promoting the transformation and industrialization of scientific and technological achievements have become an important direction for China to build an innovative country.In recent years,the government has introduced many fiscal and tax policies that encourage companies to independently develop new technologies and transform scientific and technological achievements,which are mainly reflected in government subsidies and preferential tax policies,both of which help reduce corporate research and development costs and reduce corporate research and development risks,promoting the transformation of scientific and technological achievements of enterprises is an important guarantee for enterprises to carry out innovative activities.As a knowledge-intensive and technologyintensive economic entity,industrial enterprises above designated size have a very important strategic position in China's innovation system,and they are leaders and main forces in innovation research and development.At this stage,the impact of China 's fiscal and taxation policies on innovation performance of industrial enterprises above designated size is not yet clear and needs further analysis and research.Therefore,it is of great significance to explore the impact of fiscal and taxation policies on innovation performance of industrial enterprises above designated size.This article focuses on the impact of fiscal and tax policies on the innovation performance of regulatory companies,first,it introduces the research background and significance,and then sorts out related literatures such as fiscal and tax policies,innovation performance,and related theories such as market failure theory.Based on the characteristics of industrial enterprises above designated size on the rule,this research question is analyzed theoretically,and then through reasonable selection of relevant indicators,the establishment of national and regional panel data models,based on the panel data of 30 provinces,autonomous regions,municipalities,in China from 2009 to 2017,the use of the panel data model conducts an empirical analysis on the impact of fiscal and tax policies on innovation performance of industrial enterprises above designated size.From a national perspective,it was found that the government subsidy policy has significantly promoted the number of patent applications during the research and development stage of industrial enterprises above designated size,but has not played a significant role in the sales of new products during the transformation stage.The preferential tax policies have significantly promoted the number of patent applications and sales revenue of new products for industrial enterprises above designated size.From a regional perspective,the government subsidy policy will significantly promote the number of patent applications during the R&D phase of enterprises in the eastern and northeast regions,but it will not have a significant effect on the central and western regions.The sales income of new products in the transformation stage did not have a significant promotion effect;tax preferential policies will significantly promote the number of patent applications for industrial enterprises above designated size in the eastern,western and northeast regions,but they will not have a significant effect on the central region.The sales revenue of new products in the transformation stage of enterprises' achievements in each region has a significant promotion effect.Finally,based on the research conclusions and the actual situation,this paper proposes countermeasures that enterprises should regulate the use of government subsidies and preferential tax policies and government should strengthen government subsidy policy supervision and increase tax incentives,and establish new government-enterprise relations between government and enterprises to improve the innovation performance of industrial enterprises above designated size from the three aspects of government subsidy policies,tax incentives,and governmententerprise relations,national and regional levels.
