Study On The Development Model And Reduction Effectiveness Of Precision Poverty Alleviation In Wuwei City,Gansu Province

Poverty is a worldwide problem,and the generation of poverty is also influenced by many factors.It is not only reflected in the economic income,but also in all aspects of life,and its essence is the lag of social development.After the reform and opening up,China has taken improving people's livelihood and poverty alleviation as the focus of economic development,and put forward corresponding poverty alleviation policies for various poverty-stricken areas,meanwhile,design the poverty alleviation programs.It has achieved relatively ideal poverty alleviation effects over the years.However,in the process of poverty alleviation,the poverty needs proposed by most poor households are different due to the different poverty problems they face.If the traditional poverty alleviation method is still adopted to provide help to the current poor households,it will lead to many problems and fail to effectively improve the current situation of the poor households.Therefore,it is necessary to design a more accurate poverty alleviation method to replace the traditional poverty alleviation method and satisfy the different needs of the poor households.Since General Secretary Xi Jinping put forward the targeted poverty alleviation for the first time in2013,Wuwei has discussed and studied the poverty alleviation work as the key research.After 2014 years of exploration and practice,Wuwei clearly pointed out that the "17 main measures for poverty alleviation" according to the city's development present situation in 2015,the design scheme is combined with the history of poverty alleviation policy.By the implementation of the plan for poverty alleviation,Wuwei greatly improved its economic level,especially in poor areas.People's living standard has improved,the results show that the scheme is effective.Based on the above background,this article used the ways of the literature search,data query,data collected statistics departments and household surveys on the spot.On the basis of the actual situation of the development from 2013 to 2018 in Wuwei,analyzes and summarizes some successful practices and the advanced experience of poverty alleviation in Wuwei.Meanwhile,it carried on the existing problems.According to the advantage of Wuwei in realizing comprehensive poverty alleviation,short and deficiency,further discussed and put forward the measures and countermeasures to help Wuwei get rid of poverty.Three conclusions as follow:1.The introduction of big data management model makes the accurate povertyalleviation work from the identification of poor households to the analysis of the cause of poverty,to the enactment and implement of support measures are more and more sophisticated.By understanding,concluding,and comparing the basic information of the poor,the reason of poverty and support requirements,Wuwei is more targeted in the implementation of poverty alleviation policy.Meanwhile,the big data management model also makes all programs and information more open and transparent,which fundamentally reduces the blindness and randomness of poverty alleviation work.In short,the big data management model has played an important role in targeted poverty alleviation and elimination in Wuwei in recent years.2.The poverty alleviation measures of "1+17+2" formulated by Wuwei according to its own actual conditions have been given targeted assistance from the aspects of infrastructure construction,public service guarantee and self-development capacity improvement,and good results have been achieved.After several years of efforts,the per capita disposable income of Wuwei residents has significantly increased,and both Minqin County and Liangzhou District have passed the provincial assessment and acceptance.3.The agriculture has developed,which make Wuwei's agriculture transform from the traditional scattered planting to "cooperative","family farm" and other new forms.In response to the current poverty alleviation,there are some hidden problems among some rural households in some areas,such as lack of confidence in getting rid of poverty and getting a well-off life,and fear of returning to poverty after the policy is removed.Facilities agriculture,characteristic industry,agricultural and sideline products,the development of rural tourism and so on,which promote self-development ability and broaden the poor out of poverty to become rich road.
